The Chicago City Council today passed Mayor Richard Daley's new set of gun restrictions 45-0.

The swift approval came just four days after the U.S. Supreme Court effectively tossed out Chicago's longstanding ban on handguns.

How ridiculous. The City of Phoenix is the fifth largest city in the country and we have 8 and one of the 8 is the vice mayor.

Do you need an ID card to buy a book or newspaper, or to attend church? I'm also assuming that this ID card isn't free, which raises another issue.

Just adding even more burdens to the exercise of a right.

Let's see...does one have to pay a fee for each book, magazine or paper one owns? Every three years? Does one even need to register these things, even if free?

No Firearms sales in city

That may be a simple zoning issue in any particular place, but to discriminate by law against a business that sells papers or books throughout an entire large city? It is simply unimaginable that the courts would allow such a thing.

Limited to one handgun per month

Back to the books and magazines thing. Oh, and let's add attendence in church and participation in peaceful protests against the government.

90 day grace period to register existing guns

Would a 90-day grace period to register books be upheld?

Training must include 4 hours classroom & 1 hour range time.

Would classroom and practical training be OK as a prerequisite for buying a book? Oh, and who makes the rules about what's in the instruction and test, and what constitutes a passing grade? Nothing like arbitrary and capricious standards to piss off judges.

NO RANGES ALLOWED IN CITY required range time must be in suburbs That's rich - could you imagine requiring transportation to outside of their own jurisdiction (at who's expense, as if I didn't know) in order to take a required reading course and test, in order to be able to buy a book?

Transport broken down, inaccessible, unloaded, in a locked case

Stupid, but they'll get away with this one unless the Court ultimately finds (as they should) that one has a right to protect one's self with the most effective weapon available while traveling.

Firearm only allowed inside dwelling. Not allowed in garage, front porch, yard, etc.

Bible only allowed inside dwelling. Not allowed in garage, front porch, yard, etc.

Only one gun allowed to be in firing condition all others to be broken down or trigger locks.

You can only read one book at a time, none of this whoring around and reading 3 or 4 at the same time on a piecemeal basis.

Guns not allowed in hotels, dorms and group living facilities.

Back to the issue of where your right to self defense ends.

In homes with minors, all guns must be secured when they are not in the possession of the owner.

Define "secured." How expensive is THAT going to be? Will they have semi-annual, warrantless searches so that you can prove to them that you're not committing a "crime?"

Assault weapons are banned, as are sawed-off shotguns and "unsafe" handguns, as defined by the Chicago Police (whatever that means...)

Ah, yes, the definition problem again, as well as the arbitrary and capricious problem.

Seems to me that Larry Gura is going to be a busy man for the next several years, starting with obtaining a temporary injunction on the enforcement of this POS law.

I would just like to know if tars and feathers, or good hemp rope, exists anywhere in the shitty of Shitcago. Gotta be over 21 or Parents must sign application

My predictions on the provisions that won't survice legal challenge (FAIL) compared to what Daley's Chicago can probably get away with (PASS):

=-=-=-=-=-=-=-=-=-=-=-=-=-=

*Applicants would need a Chicago firearm permit, PASS costing $100 every three years, FAIL as well as an Illinois firearm owner's ID card. PASS They would be required to register all their guns with the city, at a cost of $15 per gun every three years. FAIL

*Firearm sales would be banned in the city. PASS

*Chicago residents could register no more than one handgun per month for each qualifying adult in a home. FAIL

*People who now own firearms illegally would get a 90-day grace period after the new law takes effect to register the guns PASS without penalty. FAIL

*Gun training totaling four hours in a classroom and an hour on a firing range is required before getting a permit. But firing ranges are banned, so training would need to be completed outside Chicago. PASS

*To transport a gun, it would have to be "broken down," not immediately accessible, unloaded and in a firearm case. (Potential) FAIL -- California's suit against this will arrive in Federal court first.

* Firearms could be possessed only inside the dwelling. It would be illegal to have a gun in the garage, on the front porch or in the yard. Guns also would not be allowed in hotels, dorms and group living facilities. FAIL

*Only one firearm per permit holder can be kept in ready-to-fire condition. Other guns must be taken apart or have trigger locks in place. FAIL In homes with minors, all guns must be secured when they are not in the possession of the owner. PASS

*Permit applicants must be at least 21 years old, unless a parent signs for someone 18 or older. PASS

*Assault weapons are banned, as are sawed-off shotguns and "unsafe" handguns, as defined by the Chicago Police Department, which will maintain an online list of prohibited guns. (Potential) FAIL -- California's suit against this will arrive in Federal court first.
