Can someone please explain what authority Boehner has to determine the budgets of future governments? Has he been granted a TEN YEAR term to the House of Representatives? He keeps talking of cutting spending in ten years time. Clearly, he was not voted for a ten year period. He needs to prepare the budget for his term, not for all eternity.
At the same time, it is true that what one Congress passes is not binding on a future Congress.
But the ten-year budget plan provides a baseline for planning purposes.

More binding than one congress “promising” to cut future spending, but if a Constitutional Amendment to Balance the Budget is what you are referring to, that says nothing about lowering Federal spending. Anyway, contitutional amendments aren’t all that binding on the future either. 18th amendment only lasted 14 years before it was reversed.

Gee, wasn't Congressman Boehner elected to the Speakership by the Republican caucus? I don't recall anybody from K Street even being in the room.

who prepared the federal fiscal budget for FY 11, or FY 10? Oh, that’s right, no one did.

It is the House where the budget will be decided and the GOP holds the majority in the House. They will cave after showboating. Do you agree that if the GOP under Boehner does not eliminate all debt and all deficit completely, Boehner is a fraud and a traitor? Actually, if they do not cave and instead default and eliminate all debt and deficit, I will withdraw my remarks and post an apology.
My point is that it would be more honest to talk about average yearly effects. Talking in ten year terms serves to make the cuts appear larger. So just take the ten year estimate, divide by ten, and talk about estimated average yearly cost.
