Article II Section 3 is used to call a recessed or adjourned Congress (or one house of congress) back into session in an emergency, not to hold them hostage for a lecture from TOTUS.
Any other reading would mean Obama could compel congress to adjourn so he can make recess appointments. It would be lawless.
He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

I told the Speaker thatI think it is rude of President Obama to usurp the exact time slot that the Republicans have already scheduled for the debate. I asked SPeaker Boehner to invite the Obama on a different date and time.

As to the debate, tell NBC to reschedule. They, more than any other network, created this crybaby monster, and they can accept the consequences.
If NBC won’t reschedule, cancel altogether.
