Even in CCW friendly Colorado, this problem continues in downtown Denver for a couple reasons.
Most folks are downtown for:
Sporting events,
Dining at places serving alcohol,
or work.
Each of which constrains exercising your CCW rights.
The punks know this and take advantage.
