I think Schumer can probably find the legislation to do this. It existed in Germany in the 1930s and Rhodesia in the 70s and in South Africa as well, Norquist said. He probably just plagiarized it and translated it from the original German.

I don’t think M-joe is arguing in favor of a special expat levy, which IMO could be a bill of attainder which is unconstutional. He is just saying he should pay his taxes and GTFO. The Billionare and the pauper are free to leave.

That can be enforced by what's called "EXIT VISA!"
An exit visa renders your passport meaningless and will prevent you from traveling until you satisfy certain conditions and obtain (pay fees to boot) permits and approval stamps from a number of departments that may take months if successful.
Going to the airport and boarding a plane to travel abroad would be a thing of the past because without those approvals the TSA/airline employees will throw you out of the airport.

Let me get this straight. If there was no proposed tax you would would renounce your citizenship and leave. But the threat of a 30% tax is keeping you here?

The United States Constitution forbids legislative bills of attainder under Article I, Section 9. It was considered an excess or abuse by the British monarchy and Parliament. No bills of attainder have been passed since 1798 in the UK. Attainder as such was also a legal consequence of convictions in courts of law, but this ceased to be a part of punishment in 1870. The provision forbidding state law bills of attainder, Article I, Section 10, reflects the importance that the framers attached to this issue.
Within the U.S. Constitution, the clauses forbidding attainder laws serve two purposes. First, they reinforced the separation of powers, by forbidding the legislature to perform judicial or executive functionssince the outcome of any such acts of legislature would of necessity take the form of a bill of attainder. Second, they embody the concept of due process, which was partially reinforced by the Fifth Amendment to the Constitution. The text of the Constitution, Article I, Section 9; Clause 3 is "No Bill of Attainder or ex post facto Law shall be passed". The constitution of every State also expressly forbids bills of attainder. I never said a single thing about ME, Kommisar. I am objecting to the establishment of an exit control, inasmuch as exit controls expand quickly, and soon we become a country like your mother country, the USSR.

Countries with exit controls are most often full police states, devoid of freedom.
We are a country without exit controls, right now. They seek to remedy that.

Last year, almost 1,800 people followed Supermans lead, renouncing their U.S. citizenship or handing in their Green Cards. Thats a record number since the Internal Revenue Service began publishing a list of those who renounced in 1998. Its also almost eight times more than the number of citizens who renounced in 2008, and more than the total for 2007, 2008 and 2009 combined.
Even more alarming....in 1997 the list was ONLY 90 people renouncing...so that year, 2011, it was TWENTY times greater that in 1997...

America means very little to me if it does not stand for liberty. It is still a country worth fighting for right now, but if we continue on the trajectory set forth by 0bama and the Democrats, unabated, America will be an anathema to liberty. And because America is large and powerful, it would become a menacing ogre.
Germany was once arguably the most economically developed, intellectual and culturally diverse nation in Europe during the beginnning of the 20th century. Jews had, for the most part, sucessfully assimilated with German culture for more than a century. Yet, by the early 1930s, Jews, even those that had fought in WW1 and those that had built up businesses, were shunned, denigrated and persecuted. What did these German Jews think about their country? Does anyone think that they should have been patriotic to the end?
The same story can be told about the bourgeois in 1917-1923 Russia, the wealthy and western influenced in Maoist China, or any freedom loving person in any totalitarian regime. The victims did not love their country because their country had been subsumed by the government and its leaders.

Some countries have a requirement that an individual obtain an exit visa (i.e., permit) to leave the country. This happens mostly in countries where there is political, economic or social turmoil that results in a rise in emigration. Sometimes this requirement also applies to foreign nationals. Saudi Arabia and Qatar have an exit visa requirement, particularly for foreign workers. Hence at the end of a foreign worker's employment period, the worker must secure clearance from his/her employer stating that the worker has satisfactorily fulfilled the terms of his/her employment contract or that the worker's services are no longer needed. The exit visa can also be withheld if there are pending court charges that need to be settled or penalties that have to be meted out. ...unless/until it's YOU deciding it's time to jump ship because your values are declared illegal & actionable, and the fruit of your labor is confiscated to empower the elite & lazy, and whatever change could persuade you leaving is better than complying or revolting.
Like the "papers, please" catch phrase once code for oppression and now an accepted patriotic demand, "30% exit tax" is a sure sign a nation is moving toward hardcore totalitarianism. It may not affect you per se, but is a warning that something wicked this way comes.

I spend alot of time out of the USA in mostly 3rd world countries because I find I have more personal freedom in those countries than I have in the United States. But I am an American first, last and always will be.
If someone renounces their citizenship they are by definition no longer an American. They can be a free spirit or what ever but they are not Americans.
They also require national IDs, and seek means of dramatic population reduction. Alas, some on this forum are cool with these too.
What really stood out to me when reading all the scriptures on envy is this: (I knew this but had forgotten)

What if the tax were 50%? 60%? 80%? There comes a tipping point. Maybe different for you than for me.
The next logical/historical step is to remove “renounces citizenship” from the restriction. ANY attempt to move non-trivial sums out of the country will be taxed at confiscatory rates.

I like all of our vets and men and women serving in uniform were prepared to give 100% before ever renouncing their American citizenship.
I simply cant relate to folks who have a tipping point. I'm an American first and damn proud of it. Those who have a price on their American citizenship are traitors in the making.
