In the 21st century, capable, reliable, and transparent institutions are the key to success -- strong parliaments; honest police forces; independent judges -- (applause); an independent press; a vibrant private sector; a civil society. Exactly. I have tracked the total cost of regulatory compliance, taxes, permits, etc. seperately for many years in my business. The total 'government added' expense to my business last year was 38.9% of my revenues. I haven't paid myself in almost two years. Each day I find myself contemplating closure more and more.
