IMHO. Women should not work in male prisons. Men should not work in female prisons. This simple rule would avoid a lot of problems.

The Black Guerrilla Gang name goes back to the prisons in the 1970’s. They were organized, so the story goes, to offset the Ayran Nation and other white prison gangs.

There was a story here some time ago that talked about a jail in South America that is essentially run by the inmates... in fact, everyone on the outside even knows it but it still continues.
Sounds more like a stotyline for a new season of "The Wire".
