The Obama administration is being accused of "burying" key changes to the federal health care overhaul, as discontent grows about the roll-out of the law.
The latest surprise came this week, when the Associated Press reported that individuals will have to obtain insurance coverage by mid-February in order to avoid an IRS penalty.
That's six weeks earlier than the March 31 deadline that previously was cited.
While an administration official confirmed the moved-up deadline to the AP, the reason the public now knows about it is because tax preparation company Jackson Hewitt pointed it out.

And please note: what the public thinks of as "working" is "not crashing" as a user gets to an apparent completion.
What would actually be "working" is having all but the most insignificant programming bugs evicted, and then without any violation of privacy or of law, which would of course implicitly be significant bugs.
I've had decades of experience in working with testing of software and everything I've heard about this behemoth is that even removal of several "crashing" scenarios doesn't seem likely by tax-time, 2014.

Also, as far as I can tell, the percentage penalty is assessed against adjusted gross income (not taxable income).
Only hundreds have been able to sign up for a health care plan at the Obamacare websites. The Wall Street Journal reported:

Recently got a letter from my current insurer saying that my plan is unacceptable to fedguv and I have to go from $235/month to minimum $895/mo.
I'm just not playing.
They can just come lock me up if they want to. That's better than my current retirement plan.
Something only FOX would cover.
