60 Minutes: Benghazi (CBS Transcript)
CBS News ^ | Sunday, October 27, 2013 | Lara Logan

Posted on 10/27/2013 5:45:31 PM PDT by kristinn

The following script is from "Benghazi" which aired on Oct. 27, 2013. The correspondent is Lara Logan. Max McClellan, producer.

When Chris Stevens was killed in Benghazi, Libya, on the anniversary of September 11th last year, it was only the sixth time that the United States had lost an ambassador to its enemies. The events of that night have been overshadowed by misinformation, confusion and intense partisanship. But for those who lived through it, there's nothing confusing about what happened, and they share a sense of profound frustration because they say they saw it coming.

Tonight, you will hear for the first time from a security officer who witnessed the attack. He calls himself, Morgan Jones, a pseudonym he's using for his own safety. A former British soldier, he's been helping to keep U.S. diplomats and military leaders safe for the last decade. On a night he describes as sheer hell, Morgan Jones snuck into a Benghazi hospital that was under the control of al Qaeda terrorists, desperate to find out if one of his close friends from the U.S. Special Mission was the American he'd been told was there.

Morgan Jones: I was dreading seeing who it was, you know? It didn't take long to get to the room. And I could see in through the glass. And I didn't even have to go into the room to see who it was. I knew who it was immediately.

Lara Logan: Who was it?

Morgan Jones: It was the ambassador, dead. Yeah, shocking.

Morgan Jones said he'd never felt so angry in his life. Only hours earlier, Amb. Chris Stevens had sought him out, concerned about the security at the U.S. Special Mission Compound where Morgan was in charge of the Libyan guard force.

Is this why 60mins did it.. the election is three years in the future. The same 60min will dismiss this as "Old News" three years from now.

I recall the "old news" (Alinsky?) tactic.. this from an Internet search

Gennifer Flowers was given her five minutes of fame, Clinton admitted to [it]... and thereafter any mention of Clinton's pathological sex life was "old news" and "partisan" . . . .

Don't forget 60MINS helped the Clintons with that one.

One of the things I was thinking as I watched it was, is this a step of preparation in throwing Hillary under the bus...even though her name was not mentioned...because I find it impossible to believe CBS had any pure motive in producing this.

Much left out, to re-write history?

(I just posted this on the CBS story in their comments.)

I was writing about this within days of the attack. This is the start of my piece published in PJ Media. The Benghazi debacle boils down to a single key factor; the granting or withholding of “cross-border authority.” This opinion is informed by my experience as a Navy SEAL officer who took a NavSpecWar Detachment to Beirut.

Once the alarm is sent—in this case, from the consulate in Benghazi; dozens of HQs are notified and are in the planning loop in real time, including AFRICOM and EUCOM, both located in Germany. Without waiting for specific orders from Washington, they begin planning and executing rescue operations, including moving personnel, ships, and aircraft forward toward the location of the crisis. However, there is one thing they can’t do without explicit orders from the president: cross an international border on a hostile mission. That is the clear “red line” in this type of a crisis situation.

No administration wants to stumble into a war because a jet jockey in hot pursuit (or a mixed-up SEAL squad in a rubber boat) strays into hostile territory. Because of this, only the president can give the order for our military to cross a nation’s border without that nation’s permission. For the Osama bin Laden mission, President Obama granted CBA for our forces to enter Pakistani airspace.

On the other side of the CBA coin: in order to prevent a military rescue in Benghazi, all the POTUS has to do is not grant cross-border authority. If he does not, the entire rescue mission (already in progress) must stop in its tracks.

Ships can loiter on station, but airplanes fall out of the sky, so they must be redirected to an air base (Sigonella, in Sicily) to await the POTUS decision on granting CBA. If the decision to grant CBA never comes, the besieged diplomatic outpost in Benghazi can rely only on assets already “in country” in Libya; such as the Tripoli quick reaction force and the Predator drones. These assets can be put into action on the independent authority of the acting ambassador or CIA station chief in Tripoli. They are already “in country,” so CBA rules do not apply to them.

How might this process have played out in the White House?

If, at the 5:00 p.m. Oval Office meeting with Defense Secretary Panetta and Vice President Biden, President Obama said about Benghazi: “I think we should not go the military action route,” meaning that no CBA will be granted, then that is it. Case closed. Another possibility is that the president might have said: “We should do what we can to help them ... but no military intervention from outside of Libya.” Those words then constitute “standing orders” all the way down the chain of command, via Panetta and General Dempsey to General Ham and the subordinate commanders who are already gearing up to rescue the besieged outpost.

When that meeting took place, it may have seemed as if the consulate attack was over, so President Obama might have thought the situation would stabilize on its own from that point forward. If he then goes upstairs to the family quarters, or otherwise makes himself “unavailable,” then his last standing orders will continue to stand until he changes them, even if he goes to sleep until the morning of September 12.

Nobody in the chain of command below President Obama can countermand his “standing orders” not to send outside military forces into Libyan air space. Nobody. Not Leon Panetta, not Hillary Clinton, not General Dempsey, and not General Ham in Stuttgart, Germany, who is in charge of the forces staging in Sigonella.

Perhaps the president left “no outside military intervention, no cross-border authority” standing orders, and then made himself scarce to those below him seeking further guidance, clarification, or modified orders. Or perhaps he was in the Situation Room watching the Predator videos in live time for all seven hours. We don’t yet know where the president was hour by hour.

But this is 100 percent sure: Panetta and Dempsey would have executed a rescue mission order if the president had given those orders.

And like the former SEALs in Benghazi, General Ham and all of the troops under him would have been straining forward in their harnesses, ready to go into battle to save American lives.

The execute orders would be given verbally to General Ham at AFRICOM in Stuttgart, but they would immediately be backed up in official message traffic for the official record. That is why cross-border authority is the King Arthur’s Sword for understanding Benghazi. The POTUS and only the POTUS can pull out that sword.

About 30 minutes into the attack, a quick reaction force from the CIA Annex ignored orders to wait and raced to the compound, at times running and shooting their way through the streets just to get there. Inside the compound, they repelled a force of as many as 60 armed terrorists and managed to save five American lives and recover the body of Foreign Service Officer Sean Smith. They were forced to fight their way out before they could find the ambassador.

I am fully tired of our heroes being wasted because some progressive bureaucrat didn't act or allowed bad things to happen. We need a change and now.

We don’t yet know where the president was hour by hour.

We do know that, about 10 PM Washington time, the President was in touch with Secretary Clinton. We know this from her statements.

And we also know that, within thirty minutes of this conversation, Clinton initiated the protest demonstration/anti-Islam video cover-up via Twitter.

It seems a reasonable assumption, then, that the subject of the phone conversation between the President and the Secretary of State was the formulation of a baseless lie to camouflage the actual circumstances of the attack.

Evidently, the only action the President took regarding the Benghazi attack at the time it was underway was to authorize the issuance of a cover-up based on a known falsehood!

Greg Hicks: It just is. We--, for us, for the people that go out onto the edge, to represent our country, we believe that if we get in trouble, they're coming to get us. That our back is covered. To hear that it's not, it's a terrible, terrible experience.

This, I believe, is the whole reason behind Benghazi. Kill our fighting elan. Make every operator think, do they really have my back.

This inaction castrated America in Libya and gave it to Al Qaeda. Obama is Carter-cubed. The U.S. government today acknowledges the Americans at the U.S. compound in Benghazi were not adequately protected. And says those who carried out the attack are still being hunted down.

True. The call took place between roughly 6 and 7 PM Washington time. But it had been previously scheduled and was apparently irrelevant to the Benghazi Incident.

America...shame on you for allowing this total incompetent to remain in office!!! End of story!!!

Nor was there mention of the photoshopped picture with our PINO looking like he was watching the Super Bowl along with the rest of his Cabinet. Didn’t Reggie Love out him saying they were playing cards or something when Benghazi was going down?

Enough did get said that any objective person would ask why wasn’t Hillary or Obama or Rice or that darn video mentioned. If anything close to that happened under Bush 2, there would have been a 2 hour special ready to go within a few weeks after the incident.

Here's the CBS news account of when Washington is notified;

http://www.cbsnews.com/8301-202_162-57544719/timeline-how-benghazi-attack-probe-unfolded/

9:40 p.m. (3:40 p.m. ET): Gunfire and an explosion are heard. A TOC agent sees dozens of armed people over security camera flowing through a pedestrian gate at the compound's main entrance. It is not clear how the gate was opened.

The agent hits the alarm and alerts the CIA security team in the nearby annex and the Libyan 17th of February Brigade, one of several powerful militias serving as a de facto security presence in Benghazi. The embassy in Tripoli and the State Dept. command center were also alerted.

State Dept. Diplomatic Security follows events in real time on a listen-only, audio-only feed, according to testimony of Charlene Lamb, the deputy assistant director for international programs, given before the House Oversight and Government Reform Committee on Oct 10.

Around 10 p.m. (4 p.m. ET): At the compound, several DS agents leave to get tactical gear from Building B. One stays in Building C with Ambassador Stevens and Information Officer Sean Smith. The mob sets fire to the 17th of February Brigade barracks on site.

DS agent Scott Strickland moves Stevens and Smith to the closest area "safe haven" in Building C.

The other agents, currently in Building B and the TOC come under attack.

The attackers gets into Building C, lights furniture on fire, then the building's exterior. Stevens, Smith and Agent Strickland move to the bathroom and lay on floor but decide to leave safe haven after being overcome by smoke.

Strickland goes out an emergency escape window. Stevens and Smith do not follow. Strickland returns several times but can't find them in the overwhelming smoke. He goes up to the roof and radios the other agents.

Three agents return to Building C via armored vehicle. They search and find Smith's body, but not Stevens.

Secretary of State Hillary Clinton is told of the incident "shortly after it began at 4 p.m.," CBS News' Margaret Brennan reported Sept. 14. Clinton spoke to the Libyan President Mohammed Magariaf to "enlist his full support."

Meanwhile, the U.S. military began moving an unarmed drone over Benghazi to provide real-time intelligence to the CIA team on the ground. It would take roughly an hour to arrive.

10:05 p.m. (4:05 p.m. ET): An alert from the State Department Operations Center is issued to a number of government and intelligence agencies, including the White House Situation Room, the office of the Director of National Intelligence, and the FBI. "US Diplomatic Mission in Benghazi Under Attack" -- "approximately 20 armed people fired shots; explosions have been heard as well. Ambassador Stevens, who is currently in Benghazi, and four COM (Chief of Mission/embassy) personnel are in the compound safe haven."

10:25 p.m. (4:25 p.m. ET): A six-member CIA team arrives from the annex with 40 to 60 members of 17th of February Brigade. The team removes Smith's body.

Around 10:30 p.m. (4:30 p.m. ET): Defense Secretary Leon Panetta and his top military adviser learn of the incident.

10:54 p.m. (4:54 p.m. ET): An alert from the State Dept. Operations Center: "the firing... in Benghazi has stopped. A response team is on site attempting to locate COM personnel."

11 p.m. (5 p.m. ET): Just ahead of the weekly meeting with Defense Secretary Leon Panetta and Chairman of Joint Chiefs Martin Dempsey, White House National Security Advisor Tom Donilon tells President Obama of the attack and the fire at the main villa. The president and those officials discuss possible responses to the situation.
