A law to legalize marijuana in the District will go into effect at 12:01 a.m. Thursday, unless Congress steps in at the last minute.
As a result, D.C. police officers will begin carrying business card-sized summaries of the new rules, which were publicly explained Tuesday and will be part of a public education campaign.
The law -- which was approved by voters last fall -- will permit possession of small amounts of marijuana by those ages 21 or older, with consumption allowed only in private homes and space.

As if politicians weren’t bad enough sober, now they get high as they pass laws. Although, the laws might be more sensical if they’re all high.
Do these fools really think anyone under 21 will NOT be able to get it?

Having lived around the region for 3.5 years of my life...I can say this...the bulk of adults on the east side of DC smoke pot at least once a day. They’ve been doing it daily for years when it was illegal and this really doesn’t do much except make it a taxable substance (if you buy it via a licensed shop).
Based on the Colorado model, I’d say that the illegal street guys will continue their trade and at best....maybe half the pot in DC will be legal and taxed.
I don’t see this doing much except putting another couple million a year into the hands of the city revenue folks. Beyond that....the usage level will be the same.
Now that the federal government has stealth bombers and nuclear weapons, it is hard to imagine what people would need to keep in the garage to serve that purpose.
