Clinton State Department Ousted Ambassador Using Private Email

In 2012, U.S. Ambassador to Kenya Scott Gration abruptly stepped down from his post. According to a Foreign Policy report by Josh Rogin (now a reporter for Bloomberg), Gration was the subject of a whithering evaluation from the State Department:

The impending release of a highly critical report by the State Department’s Inspector General’s office prompted the sudden resignation Friday of U.S. Ambassador to Kenya Scott Gration, according to administration and congressional sources.

Very soon after the Ambassador’s arrival in May 2011, he broadcast his lack of confidence in the information management staff. Because the information management office could not change the Department’s policy for handling Sensitive But Unclassified material, he assumed charge of the mission’s information management operations.

He ordered a commercial Internet connection installed in his embassy office bathroom so he could work there on a laptop not connected to the Department email system. He drafted and distributed a mission policy authorizing himself and other mission personnel to use commercial email for daily communication of official government business. During the inspection, the Ambassador continued to use commercial email for official government business. The Department email system provides automatic security, record-keeping, and backup functions as required.

The Ambassador’s requirements for use of commercial email in the office and his flouting of direct instructions to adhere to Department policy have placed the information management staff in a conundrum: balancing the desire to be responsive to their mission leader and the need to adhere to Department regulations and government information security standards.

In other words, State Department policy was very clear. Using a private email outside the State Department's secure system was completely unacceptable. If this applied to ambassadors, one would think it was sensible policy for the Secretary of State as well.

If this applied to ambassadors, one would think it was sensible policy for the Secretary of State as well.

LOLOLOLOLOL! Yeah, sure. That anything moral, ethical or legal would apply to Hilary or the Obama admin is a frickin' joke.

Good find. Here's some relevant the text from the State Dept memo mentioned in the article:

The Ambassador uses a government-owned laptop that is not physically or electronically connected to the Department’s OpenNet network. Authorized Department OpenNet email systems are available on the Ambassador’s office desktop. According to 12 FAM 544.3 and 11 State 73417 (from the Assistant Secretary for Diplomatic Security to the Ambassador), it is the Department’s general policy that normal day-to-day operations be conducted on an authorized information system, which has the proper level of security controls.

The use of unauthorized information systems increases the risk for data loss, phishing, and spoofing of email accounts, as well as inadequate protections for personally identifiable information.

The use of unauthorized information systems can also result in the loss of official public records as these systems do not have approved record preservation or backup functions. Conducting official business on non-Department automated information systems must be limited to only maintaining communications during emergencies.

J. Scott Gration was a retired USAF two-star (btw—SMH—he collected a Purple Heart for smoke inhalation when at the Pentagon on 9/11) and was Obama’s transition man at DoD. He tried to get a Presidential appointee position there and at NASA but had to settle for a “special envoy” job in Africa before becoming an ambassador.

Correct me if I’m wrong on this...but wasn’t this this the guy who brought candidate Senator Obama from Ramstein over to Landstuhl’s medical facility for the 2008 walk-through deal, and demanded to be part of the entourage group, and the Commander of the hospital told him it was Senator Obama alone....no entourage?

I remember this episode coming up and a big scene erupted at the doorway because Landstuhl had told the escort folks days ahead of time that it was a candidate only tour....no entourage. Obama had to directly order the escort guy to stand-down, and went on for the one-man tour of Landstuhl.

The rules don’t apply to Clinton.

Not to her husband and not to his wife.

Its a private matter and its no one else’s business.
