No, Jeb Bush, you couldn't qualify as a “moderate”, much less a “conservative”, because you'd need some kind of core principles. You have none except the acquisition and use of political power. If anything, you are a Rockefeller liberal Republican — a RINO — indistinguishable from “progressive” Democrats (read socialists/Marxists).

The Republican elites would drool over the possibility of a Jeb Bush/Elizabeth Warren tag team for POTUS and VP. Between them they represent all the Establishment GOP elites — the RINOs — believe is important: raw, unlimited political power.

No more Bushes.
George HW Bush was a mediocre president and we were stuck with Bill Clinton.
George W Bush was a BAD president and gave us Bacrock Osama.

It could be argued too that Nelson Rockefeller may have been to the right of the Bushes, even though GHWB gave nominal support to Goldwater in 1964. Then Goldwater repaid the favor by endorsing GHWB in 1988 primary.
