Ted Cruz is the most solid Constitutional conservative in the race

If, by "in the race", you mean he is technically running, then yes. But in every other sense, he is not. Ted Cruz is positioning himself to be VP, or to have a cabinet position. But it is simply fantasy-land to think that he has any chance of winning the primary. (It pains me to say this, in that I think he is the best conservative that this country has seen since the late 18th century -- but the reality is that he has shown zero ability to gain traction).

He proposed amendments meaning he would vote for the bill.

It's refreshing to hear someone not be a wimp and say what many of us are thinking, but I don't know how anyone can actually want him to be the Republican candidate this early in the cycle. I can think of at least two who are preferable. Personally I don't trust Trump much more than I trust Jeb. At least Bush has been a consistent RINO.
