Sue for breach of contract and also intent to defraud. The state knows it cannot pay out the top prizes, yet continues to run a lottery and offer large cash prizes.

It’s a toll free call, but I’ll save Illinois the time of calling Dave Ramsey...

Make out a budget, write it down, stick to it, pay the smallest bills first and work your way up to biggest lottery winner.

(OH, and tear up your Lottery Card, NOW,NOW,NOW !!!!!)

So where did all the ticket money go?

Somewhere there is an Illinois lawyer plotting a class action suit...

EVERY player (who could not win the big prizes) was defrauded into thinking they could. All they have to do is say they would not have bought that ticket knowing the biggest prize would be under 25K, but they were enticed by the promise of bigger winnings.

They (the lottery winners) won’t know they are truly screwed until Illinois eventually passes a budget and they try to collect. Bet you $5 some of them get told they didn’t claim their winnings within the specified time and are no-longer eligible. I would not put this past the crooked politicians...

When the mob ran the numbers, they knew it was good business to pay the winners. Illinois must have seen the Indian casinos getting away with not paying jackpot winners because of ‘machine malfunctions’.

Who would play a lottery where winning tickets don’t get paid?

And on top of that, it is illegal for honest businesses to run their own lottery. Apparently only the crooks can run lotteries.
