Cruz's Immigration Plan: Timely Remedy for Amnesty and Syrian Refugee Crisis
Townhall.com ^ | November 19, 2015 | Carl Jackson

It's official! Sen. Ted Cruz's immigration plan trumps Trump's!

I expected that the unveiling of his plan would take a back seat to the Islamic terrorist attack in Paris, France, and rightfully so. However, in lieu of the chaos, presidents will be forced to make many decisions during their tenure that will affect the safety and security of the American people. The Paris attack gave us a chance to see how our candidates would respond if an event like that occured during their administration. In a world with an ever increasing threat of an ISIS attack, immigration is no longer a matter of migration and sovereignty alone - it's a matter of national security.

I attended a rally for Sen. Ted Cruz last Friday. It was held at Faith Assembly of God, a local mega-church in Orlando, Florida. Sen. Cruz made a brief appearance in order to give a speech and shake hands with some of his supporters. He, along with all of the other GOP presidential candidates, was scheduled to speak at the Sunshine Summit across town. As an esteemed member of the press (yeah right), I was handed two sheets of paper prior to his arrival at the church from a member of his campaign team.

What I read made it clear that our federal government, particularly the White House, would no longer be in the business of importing terrorists or exporting American jobs under a Cruz administration.

Cruz's plan doesn't explicitly address the deportation of the estimated 11 million illegal foreigners residing within our nation's borders currently. Nonetheless, it's almost certain that self deportation would be the end result of his plan. Self deportation is a more viable option than Donald Trump's plan to corral illegal foreigners and throw them out, considering the divided and often feckless Congress in Washington, D.C.

Sen. Cruz wisely divided his plan into three categories. All of which are essential in restoring our immigration system, Judeo-Christian heritage, healthy job wages and national sovereignty. The plan entails how he would secure the border, restore the rule of law, and reform legal immigration to protect Americans. Within each category Sen. Cruz offered specific and in depth objectives to implement his plan, along with a "promise" to see it through. I've listed them all below in bold face lettering, along with my own brief commentary (not in bold face) as to why each is essential for a border plan going forward:

1.) Secure the border

A.) Build a wall that works. After passing legislation in 2006 to complete a 700 mile fence across our southern border and having it signed by then President George W. Bush, Congress managed to build a menial 36 miles worth of fence. Ted Cruz promised to "complete" the remaining 664 miles worth of concrete enforced fencing.

B. Triple the number of border patrol agents. The federal government is obligated to enforce our border laws. Having more man power will help in that effort and let the countries south of our border know we mean business.

C. Increase vital aerial surveillance and other technology along the border. Although I'm skeptical of the effectiveness of this particular aspect of securing our border security, Sen. Cruz argues that "eyes in the sky and other equipment are necessary to find and detain all illegal entrants."

D.) Finish the biometric tracking system at our nation's ports of entry. Approximately 60 percent of illegal foreigners that enter our country legally on temporary visa programs never leave. A tracking system is crucial to curtail that.

2.) Restore the rule of law.

A.) End President Obama's illegal amnesty. Sen. Cruz promises to rescind each of Obama's 20 executive orders that has fomented illegal immigration his first day in office. Having argued before the Supreme Court nine times, I tend to believe he knows what he's doing.

B.) Increase deportations and end catch-and-release. Deportations and returns have to be taken seriously. Ted Cruz has promised to rededicate the Department of Homeland Security (DHS) to "fully enforcing the law."

C.) End sanctuary policies. Sanctuary cities are a spit in the face to those who immigrated to our country legally. They undermine any incentive for illegal foreigners to assimilate. This must be stopped! Three hundred-forty jurisdictions in the U.S. refuse to enforce our immigration laws. Cruz has promised to sign "Kate's law, and deport criminal immigrants."

D.) Prohibit illegal immigrants from receiving financial benefits and strengthen E-Verify. People who broke our border laws don't deserve welfare from U.S. citizens. Additionally, American jobs should go to Americans. This policy will help accomplish that objective.

3.) Reform legal immigration to protect Americans.

A.) Suspend the issuance of all H-1B visas for 180 days to complete a comprehensive investigation and audit of pervasive allegations of abuse of the program. Ted Cruz also promised to "initiate an immediate 90-day investigation and audit" of the H-1B visa program to protect American jobs. I would like more details on this.

B.) Halt any increases in immigration so long as American unemployment remains unacceptably high. Until American workers are near full employment it makes no sense to saturate the low skilled labor market and drive down wages.

C.) Enforce the public-charge doctrine. I love this! If you come to this country it is incumbent upon you and no one else to take care of yourself! Let's restore the "American Dream" not the "Great society."

D.) End birthright citizenship. As a black American it is offensive how our 14th Amendment is being used to justify lawless acts by illegal foreigners when it was written to protect freedmen! Sen. Cruz promises to "take steps to pass legislation or a constitutional amendment to end it."

America is the only industrialized nation in the modern world with weak border policy. Other candidates are "campaigning" about what they'd do to secure the border, but knowing what we know about Sen. Cruz, he's just speaking truth.

Nice. But none of that does not say “amnesty”.

It fails my test that they the illegals must go back to their country of origin.

Its not so hard to do, fine scum sucking cheap labor employers for hiring them, No benefits like here in Vegas where over 100,000 illegal kids get free education at some S12,000 per pupil per year, and the citizens are against it.

No jobs, Americans can clean rooms and bus tables in Casinos and Hotels. And all those Mexicans building new houses those are American jobs, wood working, electrical, plumbing and dry wall. Illegals are taking away jobs 95 million Americans who are long term unemployed need.

Section 3: A,B,C, and D will all reduce legal immigration. The most important is 3D.

3D. End birthright citizenship.

How does that affect legal immigration? Birthright citizenship applies to the children of illegal aliens who acquire citizenship at birth. They are not immigrants. And they are not counted in our annual immigration numbers.

3A. Suspend the issuance of all H-1B visas for 180 days to complete a comprehensive investigation and audit of pervasive allegations of abuse of the program.

We take in 65,000 annually on an H-1B visa, which is a temporary work visa for three years and renewable for three years more. They are not included in the 1.1 MILLION LEGAL PERMANENT IMMIGRANTS we take in every year. They are issued green cards and a path to citizenship.

3B. Halt any increases in immigration so long as American unemployment remains unacceptably high. Until American workers are near full employment it makes no sense to saturate the low skilled labor market and drive down wages.

Halting any increases is not decreasing the numbers who come in annually, i.e., 1.1 million LEGAL PERMANENT IMMIGRANTS EVERY YEAR.

3C. Enforce the public-charge doctrine. I love this! If you come to this country it is incumbent upon you and no one else to take care of yourself! Let's restore the "American Dream" not the "Great society."

This will not decrease legal permanent immigration. Yes, we can kick people out if they don't meet the public charge requirements, which are time limited. However, there are plenty of immigrants waiting overseas to take their places. This will not reduce the 1.1 MILLION LEGAL PERMANENT IMMIGRANTS who enter every year.

Compare this to Trump's plan:

Immigration moderation. Before any new green cards are issued to foreign workers abroad, there will be a pause where employers will have to hire from the domestic pool of unemployed immigrant and native workers. This will help reverse women’s plummeting workplace participation rate, grow wages, and allow record immigration levels to subside to more moderate historical averages.

The moderate historical average of legal permanent immigration into the US during the period 1925 to 1965 was 195,000 a year.

Yes, he did. I was a Cruz supporter when he jumped in the race in April and remained so until Trump threw his hat into the ring. He came out on day one with building a wall. Not once did Cruz mention it until recently. Opportunist!!

Of course he did. He plans to “steal” Trump’s supporters once they are educated. Not this one! I’m not even sure I want him as VP any more. I can’t stand back stabbers and opportunists.

D. Because they get to bring their families eventually to the US legally, and legal leads to citizenship.

Suspending and reviewing H1Bs will find those who have misused the program and they will then lose their access to the program. That will mean fewer foreigners in the US, and that will mean fewer legal immigrants.

Connecting immigration numbers to employment numbers will lessen immigration numbers except in times of ‘full employment’.

Ending welfare money to foreigners automatically will discourage many from coming here.

Cruz Tries to Claim the Middle Ground on Immigration

Immigration-reform legislation from the Senate’s so-called Gang of Eight passed that chamber in June and includes a 13-year path to citizenship. Mr. Cruz pushed unsuccessfully for amendments that would have, among other things, eliminated the citizenship component.

Asked about what to do with the people here illegally, however, he stressed that he had never tried to undo the goal of allowing them to stay.

“The amendment that I introduced removed the path to citizenship, but it did not change the underlying work permit from the Gang of Eight,” he said during a recent visit to El Paso. Mr. Cruz also noted that he had not called for deportation or, as Mitt Romney famously advocated, self-deportation.

“Cruz’s plan doesn’t explicitly address the deportation of the estimated 11 million illegal foreigners residing within our nation’s borders currently. “

That’s because Cruz has no plans to deport anybody. He is planning to let them all stay and legalize them but no citizenship. We all know it will lead to citizenship and it does not address the millions of job the illegals take from US citizens or the enormous financial burden they cause.

Its amnesty Ted.

That’s one reason Ted cannot poll even past Rubio in most polls. And its one of the reasons Trump is going to win.

D. Because they get to bring their families eventually to the US legally, and legal leads to citizenship.

They can't sponsor their extended family until age 21 and a spouse at age 18. But this does not change the annual intake of 1.1 MILLION LEGAL PERMANENT IMMIGRANTS A YEAR. The ones sponsored by the anchor babies would be included in the cap with exception of spouses where there is no cap.

Suspending and reviewing H1Bs will find those who have misused the program and they will then lose their access to the program. That will mean fewer foreigners in the US, and that will mean fewer legal immigrants.

It will not change the annual cap of 65,000. Those here on H-1B visas are not legal permanent immigrants. The H-1B is a temporary work visa. It will not impact the annual intake of 1.1 MILLION LEGAL PERMANENT IMMIGRANTS A YEAR.

Connecting immigration numbers to employment numbers will lessen immigration numbers except in times of ‘full employment’.

Trump's plan does that, but Cruz only addresses H-1B visas and not a reduction of the 1.1 MILLION LEGAL PERMANENT IMMIGRANTS A YEAR.

Ending welfare money to foreigners automatically will discourage many from coming here.

There are plenty willing to take their place and it does not impact the cap of 1.1 MILLION LEGAL PERMANENT IMMIGRANTS A YEAR. Currently, we have 4 million intending immigrants waiting their turn overseas to enter the US. They have completed all of the paperwork, background checks, etc.

It is just stupid for us to argue over who's FIRST with their plans. What does it matter?

But what does matter is our love for both of these men, and will be very HAPPY if either one is President, and either of them will get the job done.

Consider how Fortunate we are to have two such qualified men running for President at the same time. When did we ever have that?

Trump/Cruz......Cruz/Trump. That will make me extremely happy.

From 1929 til about 1965 we didn’t have any real immigration in this country and guess what? We did just fine.

What needs to happen is immigration needs to be totally stopped for at least 24 months until we get a handle on who is here on overstayed visas, round them up and deport them. Get the southern border under control, deport as many Mexicans and Central American illegals as we can find and create some kind of order.

Then maybe we look at letting about no more than 50,000 to 100,000 people a year into the country legally and they would have to pass strict criteria regarding speaking English and having an education or job skills that are desired or needed in our work force.

We absolutely have to stop letting 1plus million people a year into the country. We have a population of 330 million now.

Don’t be ridiculous. A major part of Trump’s plan is the rounding up and deporting of illegals who are here. How many ways can he say it? But of course you already know that.

Ted has 2 major problems.

One is that he is trying to run out of the Senate. Using the Senate is a mistake in this year. Every time something happens he runs down and writes a bill that will either never make it to the floor or will be vetoed by Obama. Useless waste of time.

The other is that he has shown no ability to take out any competitors. Trump has cleared and damaged the field never touching Cruz. Cruz should unload on Rubio because Rubio is beginning to unload on him.

You seem to be arguing that Trump’s plan is better, and I am arguing that Cruz’s plan does reduced legal immigration.

Those are not mutually exclusive.
