In any case: a lot of these ‘youths’ use slings. Slings have been a deadly missile weapon for thousands of years.
I have always considered rock throwing to be at least assault with a deadly weapon or attempted murder. As far as I’m concerned, permitting that form or attack or any other physical attack is unacceptable. I’m okay with arresting or shooting those who engage in assault or attempted murder, as long as the assault is stopped before innocent people are hurt. We all know the story of stones in the hands of a “youth” too young for war:

You do have a point - if the kid lingered for 2 years in the British socialized medical system, perhaps the Brits there decided to put that kid on “Pathways”, which is their term for euthanasia.
