Cruz is not in the habit of wearing dress clothes. He’d like to ( think smoking jacket). But hasn’t a clue about the details.
Thinking about it he tried tying the tie more than twice. He’s used to a clip on

His tie is FAR TOO BIG and out of style, his shirt studs are all wrong ( too big, too gaudy, and too noticeable...like DIRT SPOTS! ), his jacket doesn’t fit ( they never do ! ) and it has nothing to do with the bullet proof vest...IF he is even wearing one. He’s just a shlub and a lousy dresser. Maybe he has a weird, disproportionate body and arms.
I can't really tell what Teddy's are, but I think an outdated peaked collar.
I wonder if Cruz owns a Tux or this is rented.

Maybe he was last because he was borrowing a jacket again. After seeing what the proper dress was ( by looking at what DJT was wearing) he may have needed to change so he found a waiter about his size. .... Well it could happen .... Or there was a prom in the next hall and he borrowed Toney’s Tux
True; he sees himself as dapper/suave, but he’s really FUGLY and quite clueless about everything he wears. he has NO style, no flair, and obviously doesn’t ask for help, nor does he go to GOOD stores, even though he can more than afford to!
