A SEPTA Transit police officer who deployed his pepper spray through a fence at protesters during the Democratic National Convention in South Philadelphia this week was found to be justified in his actions, according to a SEPTA spokesman.
The incident, which was captured on video and uploaded to YouTube, begins with the SEPTA cop calmly deploying the pepper spray at protesters, one of whom attempts to shield his face with a homemade sign.
Among the people who were hit by the spray in the video was Anna Marie Stenberg, 69, a Bernie Sanders protester from California who immediately turns from the fence in pain and begins pouring a bottle of water in her eyes. Stenberg was later arrested for climbing the eight-foot security fence outside the DNC. She was federally charged with entering a restricted zone and held in custody for 20 hours.

Flushing the eyes with water is better than nothing; but, you’re right, there are better ways. Flushing the eyes with milk (esp. whole milk) would be far better.
(I’ve never been pepper sprayed; nor do I provoke cops to do it to me — but, I’m a long time hot-hot-hot sauce aficionado. A pepper-head, if you will. So, I know some things about capsicum.)

The preferred method is to blot as much as you can with a towel first. Then wash with a liquid soap that breaks down grease, like Dawn dishwashing liquid. You have to break down the delivery substance. I have been exposed to OC spray, for training. Kind of sucks.
Agreed, your method sounds better for external contact with pepper spray.
If you happen to get it in your mouth though, milk (or sour cream, butter, or any food oils) would probably be less likely than dish-washing detergent to make you gag. As I said before, my experience with capsicum comes from eating HOT hot sauces.
BTW — capsicum gives you the “sensation” of a chemical burn. Unlike (say) mustard, garlic, and other “hot” foods — which can easily give you an actual chemical burn.
