The House Republican Obamacare replacement package is finally out, and the two main health care committees Ways and Means, and Energy and Commerce are scheduled to start working on the bills on Wednesday.
Here's your speed read on what's in them:
Out:
- All Obamacare taxes
- All Obamacare subsidies, including its premium tax credit
- Individual, employer mandate penalties
- "Cadillac tax" (until 2025)
- No longer will limit the tax break for employer-sponsored health coverage
- No payments to insurers for cost-sharing reductions
- Selling insurance across state lines (can't be done in the "reconciliation" bill)
- Medical malpractice reform (can't be done in the "reconciliation" bill)
In:
- Pre-existing condition coverage
- Continuous coverage 30 percent penalty if people don't keep themselves insured
- Special fund to help states set up "high-risk" pools, fix their insurance markets, or help low-income patients
- Enrollment in expanded Medicaid will be frozen
- Current enrollees can stay until 2020, and keep getting extra federal funds, until they leave the program on their own
- Medicaid will change to "per capita caps" (funding limits for each person) in fiscal year 2020
- A new, refundable tax credit will be available in 2020 to help people buy health insurance
- Covers five age groups starts at $2,000 for people in their 20s, increases to $4,000 for people in their 60s
- It's not means tested, but phased out for upper-income people (starting at $75,000 for individuals, $150,000 for families)
- Insurers can charge older customers five times as much as young adults

You’re exactly right. The 30% cap is too low. Insurers should be able to exempt coverage for any condition they find after someone has failed to sign up initially, or charge what they think they have to charge. The individual should bear the cost of his personal decision to not buy coverage earlier.

Under Obamacare that’s true, and it’s also true under employer group plans, but it’s not true under this proposal. Young people should be charged what an actuary determines their risk presents.
I get it there has to be a penalty for those who change their mind about not having coverage.
President Trump mentioned in his joint-session speech to Congress that he wants citizens to be able to purchase health insurance across state lines.
If this is struck out by the moron republicans in Congress, then this whole bill is just Obamacare lite bull$hit.
Well, that would be the case in a total underwriting market.
In many states, actuaries have probably figured that young people are generally lower risks, and hence give them a better premium classification.
If they do have a serious/expensive health issue, they would probably need to go into the HRP. If they later can qualify for regular insurance, they can go with the standard risk pool.
Probably four or five premium bands based on age would be sufficient to simplify things. Total underwriting can also increase premium costs as every policy would be a one-off.
The same is true of coverage mandates....keep it simple.

Since they have exempted themselves from Obamacare (have their own health insurance) they should never be allowed to try to state(make a law) what ours has to be
OK, so they will allow the insurance companies to charge a 30% surcharge (penalty) if you let your insurance drop for a time?

If there’s anything I’ve learned in watching the Republican effort to repeal Obamacare, anytime the House of Representatives, or specifically, Paul Ryan are part of the story, I find myself severely disappointed!
In short, this is not what President Trump promised.
He promised we could buy across state lines. He said it hundreds of times.
He promised repeal, but this is fake repeal.
It appears the republican democrats won this battle thanks to Ryan and Gramham.
The Govt can’t fine or Tax you on something they can’t make you purchase.
Simply put, if you don’t want to purchase Healthcare insurance that is your choice, but the Govt should not be able to fine you if you make that choice.
OK - how about you explain exactly what that line actually means and how it is spelled out. Does it mean you are penalized for not having (buying) coverage, or does it mean that if you opt not to get coverage, then get hurt/sick, you don't get to buy in at no extra cost?

I read it as: if you don’t have or let your HCI lapse, you get fined 30%. 30% of what I don’t know.

Look if one can’t afford it...one can’t afford it and a 30% penalty isn’t going to fix that.
After a very recent experience at the local ER for a broken foot...after all is said and done...it runs over $7,000?
With all due respect to my fellow FReepers a simple fracture, no need for Doctor to set it, just x-ray, splint and boot...$7000 is outrageous. I know 0bamacare caused price increases, but I just cannot justify the price of this kind of care?
What is wrong, in my mind, is there is some sort of monopolistic practices going on. The free market would charge what it could bare, but I will be calling to have this pricing reduced or default on it. The reality is the market cannot maintain this price structure even though the demand is there.
God help me for saying it, but maybe we need to consider some sort of ‘price control’ business strategy. (I can’t believe I am even saying stuff like that.)
How do you figure? What is it about this plan that will attract young and healthy individuals to buy insurance that the Obamacare plan did not?
I predicted long before Roberts pulled his voodoo act to pass ObamaCare that the Court would pass it and even worse the worst parts of it would never go away, until single payer was the only way out. I also said the GOP leadership was secretly in favor of the health care changes. What do you see in this disaster that makes you believe that is not still true?
