I agree with you 100% but i figure the districts and states will want to try and help those failures get up to speed (maybe a lawyer to sue their school that failed to prepare them would be better). End of day, if they cannot pass and be proficient, they have no business in the classroom.
You know (and I’m sure you do), this is not solely about race.
We acknowledge there are some folks who shouldn’t be teaching for various reasons. This is not an ethnic witch hunt.
Where Whites fall below a certain level of acceptability, they should be weeded out.
The goal is to get the best balanced and knowledgeable people we can to teach kids.
Imagine having a teacher who talks to the kids by saying things like, “Ged me dat”, or “Aks me and I tell U.”

Well, it took a lot of work, and the Democrats have been hard at it for decades.
You make a good point but the problem is that the makeup of the test applicants are already too “white”. There are not enough minority candidates and the schools want to have more minority role models for their minority students — a good goal, it education does not suffer in the plan.
They have this in Calif too, and teachers are given multiple times to pass the exam. (Not all on the same day). Anyway, I had to take the test and had no problem, even though my major in college was engineering and I had little formal training in English except for high school and one class in English poetry in college.
I say keep the test and get rid of teachers who cannot pass after three tries. Oh, and get them tutors after two failures.
It’s just another battlefield in the great war against reality.

I know the only white teacher in a high school that is majority black. He was selected over several black candidates by an all black selection group. The school is desperately trying to improve its failing rating. He thought the thing that impressed them was he had taught in prisons. Also they asked if he was going to bring his own kids to the school and he said no. When they asked why he said they were doing well in an A rated school and he didn’t want to move them. They apparently thought that was a reasonable response.
After he was assaulted by a black high school student they parked a huge gym teacher outside his class. If he raises his voice the former NFL player/coach rushes in and frog marches out the miscreant, never to return. Now the classes are reasonably normal and the students are making real progress. The problem is, for the most part they don’t have the skills they are supposed to start with so he does a lot of remedial teaching.
He said the Common Core is more a hindrance than a help.
When I was a Navy recruiter I once tested a guy with a teacher’s certificate from a “historically black college” in hand. He scored a 19 on the ASVAB which means that he was functionally illiterate.

The real story is that the liberal PC environment of unionized tenured teaching is not attracting a better class of people to the profession.
If discipline and sifting students according to ability is not allowed, you are forced to teach to the lowest common denominator. That cannot be very satisfying for those who love to teach, and turns teaching into babysitting. The best students don’t want to grow up to be babysitters for other people’s bratty children.
That’s the way Third World agencies operate.
The results should have been used to Investigate where these Morons got their Credentials and Education, so they can be Shut Down for FRAUD!

When will we replace “diversity” with “excellence?”
Diversity never won a sports game, a business deal, a battle, or enhanced an education or family.
Excellence always does. Excellence with diversity added, once the excellence is achieved, is a great idea, because it teaches young people from groups that currently depend on diversity rather than excellence for their success, that excellence, individually and as a group is the only guarantee of that success.
Mr. Trump did not succeed in business because he hired 17% left-handed, lame, leftist, Latin Americans lesbians. He achieved success because he demanded.... and rewarded... excellence.
Such is life.
