It depends on the location of the tower. The Natioal Arboretum has a large hill in it, maybe 120 ft tall, that has a nice view of downtown DC. The present Asian garden is on the eastern side of the park, down to the banks of the Anacostia Sewer, I mean River.
DC already has height restrictions on buildings.
