This is a foundational democrat and other liberal tactic. When the people are doing something Democrats don’t want them to do, then make doing that as difficult as possible.
Another example is restricting guns they don’t like and now making ammunition hard to buying California.

Be careful what you wish for. Blue staters coming to red states do not like getting their nose rubbed in it so they are coming to red states to stink them up.
