You’re exactly right. The leadership has proven themselves corrupt. They would be the ones with the power to arrange something like what I suggested (if that’s what’s going on) — and after what we’ve been witnessing, I have no doubt they would try it.

If they are running Windows on those ATMs they are asking for it. Read an article a while back that said a lot of ATMs are running Win XP and cannot be updated without replacing the hardware, an expense the bank's don't want to pay.
Looked for the article, can't find it. Maybe it was a bunch of hooey.
