Criminal Penalties shall be a Mandatory 5 years in State Prison for every violation.

It’s so “progressive” in so many levels. They have rolling blackouts and have no plan to improve it, yet pushing for electric cars.
Also, CA is prone for earthquakes. Electric cars were popular in Japan before the Great Tohoku Earthquake/Tsumani. One thing people learned in the aftermath was that electric cars were useless when you have no electricity.
And they will stop cars from neighboring states at the border?
