PAPER: Rock Creek Park Predator Interviewed by Police Investigating Levy Death Thu May 23 2002 12:52:01 ET

D.C. Metropolitan Police Department officials investigating the death of Washington intern Chandra Levy have interviewed a man serving a 10-year prison sentence for attacking two women in Rock Creek Park last year, ROLL CALL DAILY is planning to report on Thursday.

MORE

D.C. Metro Police investigators have "talked to" Ingmar Guandeque, who was arrested in July 2001 after attacking two females (one in May and one in July) who were jogging along the Broad Branch trail in Rock Creek Park. Levy's decomposed body was found Wednesday along the Broad Branch trail in a heavily wooded area.

A second official close to the Levy investigation said that while Guandeque was interviewed after Levy's disappearance last year, investigators are now taking a closer look at him since the intern's body was discovered.

"Clearly there are some coincidences and links -- just because of the proximity of where he [committed his crimes]," said a source close to the investigation.

ROLL CALL's Amy Keller reports: Guandeque, who lived on the 1400 block of Somerset Place Northwest, was arrested last summer and sentenced in February 2002 to two concurrent terms of 10 years' imprisonment for a pair of assaults of female joggers in the Broad Branch section of the park.

The first attack occurred in mid-May 2001, at 6:30 p.m., about two weeks after Levy disappeared. In that case, Guandeque came upon an unnamed female jogger, attacking her from behind while brandishing a knife.

You've followed this story from day one. I know I read a lot of posts by you on the Chandra Levy forum. Would you please help me? I think I'm remembering lots of details, but it's been a while. Feel free to correct anything since, as I said, it's been a while!

- In the days immediately preceding Chandra's disappearance she called Condit's special pager number numerous times.

- The only items reported missing were her gold bracelet that Condit had given her. A small check, $37? dollars, a gift from her godparents. I know the amount had a significant meaning and that check was never cashed, and her gold ring with her initials on it.

- Chandra was surfing the web looking for airfare prices and had not yet booked her flight according to an e-mail sent to her parents on 5/1/01. She was considering taking a train to save money.

- All of her clothes were NOT packed. There were some left hanging in her closet and some of her toiletries were not packed, they were still in her bathroom, thus the speculation that the bags that were packed and by her door were from a return visit to Condit's condo.

- Her apartment was immaculately clean. Virtually no fingerprints on her computer keyboard. Strange, if true, for a woman who supposedly surfed the internet for four hours right before disappearing.

- There was a blanket found on the floor near the door inside her apartment. Almost as if she had been resting on the couch and somebody had come to her door and said something like, "Come with me now if you want to talk to Gary". That would explain only grabbing her keys and not her wallet, (ID), and not dressing up to go meet "her man".

- The dogs that were brought to her apartment traced her scent from her apt. down the hall, down the stairs, out to the curb and then lost the trail. Indicating that she must have gotten into a car. Otherwise they certainly would have been able to track her at least a bit further even if it had rained, exhaust fumes had taken over her scent, etc.

- Chandra was very physically fit. Trained to be a law enforcement officer and worked out frequently but was not a jogger. This according to her BOP friend, Sven Jones.

- She cancelled her health club membership, but she still had time remaining on her contract and the health club attendant asked her if she wanted to transfer the membership back to a club in CA. She said she'd think about it.

- Condit's excuse for not "checking up" on her or thinking her disappearance was strange was because he was sure she was on a train on her way home. Even though previously he had claimed that he hadn't talked to her for several days.

- His claim that he hadn't talked to her for several days was supported by phone records. I thought there was one message that was left on her answering machine saying something like, "I understand you're going home, good luck..."

- There were phone records that proved that a call came from Condit's home in Modesto to his condo in DC at a time that Condit was proven to be at work. The call was answered according to the phone records, (length of long distance connection). It was also said at that time by Linda Zamsky that Chandra had indicated that she had been staying at Condit's condo. Making the theory that Chandra had answered Condit's phone, (seeing the number on the caller ID), and decided to finally confront her, (Carolyn), at least possible if not plausable.

- Condit's alibi, (timeline of whereabouts), on the day of her disappearance was proven to be false. He indicated he had met with a reporter at the Tryst restauraunt and she refuted that and told the press so. His timeline was never corrected.

- Part of Condit's alibi was a Dr.'s appt. but that was never confirmed either.

- The watchbox that contained the watch from Jolene Mackay, (former mistress), that Condit drove to Alexandria, VA to dispose of had been at his office. His excuse for driving to VA to throw it away was that people, (press), had been going through his trash at his condo. But if the box was at the office, he could have thrown it away at the office and the trash there is not brought out for the press to rummage through, it's incinerated on site. And didn't Chandra wear a large watch that looked in the home video of her like it could be a man's watch?

- Condit called Anne Marie Smith every day even while Carolyn was in town, but NEVER called Chandra even once, creating suspicion that he knew she wouldn't/couldn't answer. One more question, is it just me or is it more than just a little "coincidental" that now that her body has been found we hear about a walkman that we never heard about before and, oh, coincidentally, we have a guy in custody that was attacking women for their walkmen. Way too convenient. And it was reported by a congressional paper which could indicate that Condit's staff had put out the news.

Isn't it interesting that a "man walking a dog" spotted Condit throwing away the watchbox? It was speculated that he was really a FBI agent trailing Condit at the time. Now that the Grand Jury has been convened and they are talking to people another "man walking a dog" finds Chandra's remains. Am I wrong or did the first man NEVER go on TV? I know he did a brief interview via phone, but we've never seen his face. Once again, this second man has not been seen or interviewed that I've seen. Things that make you go hmmmm......

Thanks for your help! It's been a long time and I know you'll remember a lot of this stuff.

Yes, he fled the scene during the first incident and left the girl sitting on the ground. The second one was able to get away from him and ran off. If he was so intent on murdering his victims, and had already murdered Chandra, why would he run off and leave the first victim sitting on the ground? And why wouldn't he pursue the second one to complete the job he'd started?

why would she pick a place like that to make take a run...

I might be wrong but I'm not sure there is any evidence that Chandra was out jogging ...

A guy murders a petite brunette , doesn't take their walkman, then he de-escalates his violence, grabs women, tries to take their walkman players, doesn't have enough strength to hold them down and they escape.

Whatever. If it was the other way around, I would buy it. If the two women were attacked before Chandra, I could see the guy going further and killing her... but psychopathic killers don't work that way. The crimes tend to get worse, not lesser. They hone their skills. They tend to go for the same type of woman. The two joggers attacked were tall and blonde.

Is the theory supposed to be that this guy tried to grab Chandra's walkman, he killed her, left her jewelry and walkman... decided to risk being near her body, and say to himself... boy I enjoyed that... but the killing made me queasy... let me just half assed try to only rob tall blonde women now...

Whatever...

LOL! If you have time would you look at my post #481 and tell me if I'm remembering these details correctly?

Thanks in advance! I know you did a ton of research on this.

This body was dumped there, Chandra would never have gone back in that area with anybody, not Gary, not at all, in her life time.

I tend to agree. Why would she be scouting a new and unfamiliar jogging trail, when she was preparing to leave the area?

He ran away trying to avoid getting caught.

I have no reason to believe he *didn't* pursue the one who escaped. He just didn't catch her. I'm sure he gave up at some point...

Dogbyte, he had enough strength to hold his victims down. That's a mischaracterization of what went down.

And he wasn't after their walkmans.

ROFL! Read a lot? Actually I was busy for about HALF the day. The stock market sucks right now. Everybody and their brother are sitting on the sidelines waiting...

I've said it before, but it's so hard to be able to read this stuff and not post. I guess it could be worse though, I could be without FR at all! Reading the stories and comments here got me through a very horrible and very quiet week right after September 11th when the markets were all closed but we had to be there, "just in case somebody called and needed to be reassured that their accounts hadn't disappeared because NY had been attacked".

The dogs that were brought to her apartment traced her scent from her apt. down the hall, down the stairs, out to the curb and then lost the trail. Indicating that she must have gotten into a car.

Actually, this is one thing that has bugged me. Wouldn't have Chandra gone outside at all on other occasions the last few days before she vanished? I mean, just going down the corner for a latte or something. I don't know if I trust the police dogs here, well more specifically their trainers. They probably led the dogs all the way downstairs and the dogs smelled nothing outside because it was over a week later and her scent had vanished.

As much as I think it's possible she got into a car or cab that day... I find that because they found no other trace of her at all outside means her scent had vanished through time.

I might do some research on that tonight. How long would somebody's scent remain on a sidewalk anyways. It was well over a week later that the dogs were used.

Once you factor in all the behavior of all the parties, it is very unlikely that Condit was not involved in her death.

Particularly when you recall that there's a chunk of time the afternoon she disappeared where Condit has refused to explain where he was and what he was doing.

"He ran away trying to avoid getting caught."

How do you know that? The article says nothing about him being chased by the cops or anybody else in the area for that matter.

They aren't normal people...

I'll concede the criminal abnormality - but he still has to be stupid ... or asking to be caught.

My husband tells me that he watched a news show one night where a dog was used to try to find a missing child. The dog traced the child's scent from home, down several roads to a freeway. Down several miles of freeway, (keep in mind the child would have been in the car). Stopped at one exit, proceeded forward and then went back to the exit. At that point the handler had to bring the dog in. He was ready to drop from exhaustion and still wouldn't quit. They came back the next day and found the child's body off that exit ramp where the dog had indicated he wanted to go the previous day.

Pretty impressive! Now I know all dogs aren't as good as this one, but I don't get the impression Chandra ran around near her home. She seemed to be pretty reclusive except for Condit. I also don't remember how she got to work and home. It would have been too far to walk I would think and I don't remember her having a car.

Dogbyte, he had enough strength to hold his victims down. That's a mischaracterization of what went down.

Come on, I have enough strength to hold The Rock down for a little bit if I catch him from behind. I will read up on the case file, but I find it odd that a guy kills a brunette, then returns and isn't able to keep control of two blondes.

Most sexual attackers have preferences. They like asian women, big chested women, women who look like mom, etc...

Chandra looked nothing like these other gals at all. If this guy killed Chandra, and liked it so much that he returned to the crime scene, he would have made sure the women didn't get away. He isn't a rocket scientist, I am sure, but he ain't Forrest Gump either.

Again, I would buy it if Chandra were third, not first. If the first two got away, he could have been frustrated, and increased his violence level with her, but Chandra was physically fit.

You also are quite aware I am sure, that Chandra left without her cell phone, looked up the park on mapquest, and that Condit lied about his alibi for that period.

I am just following the law of averages. To keep your theory, you have to have a stalker that is acting weird for a stalker, and Condit having a good reason for lying about his whereabouts during the time Chandra was in the park. Occam's razor applies.

You are doing a good job putting some of this information together. I will come back to some of your other points later, but first the man that saw Condit throw the watch box away was following him in a car and he did do at least two interviews on TV. The first was over the phone and the second was live. I think he immediately dropped out of sight after that. Condit is now in a heap of trouble and will soon be an official suspect.

He not only thinks she buried herself after committing suicide but that she was "despondent" over the end of her internship, a low-paying job she only took to satisfy academic requirements and that was only supposed to last as long as it took her to finish her degree. Once her degree was earned, the job ended just as it was supposed to (actually she kept it a little longer than that, so she could keep seeing Condit in DC). This meant that she now qualified for a much better job with much better pay, but to Reeses, this meant she was a "failure."

So what we have here is a young woman who has just earned her masters in public administration, has just completed her internship in DC, has been having a terrific time partying and hob-nobbing with Congressmen and an assortment of friends, has been keeping herself in great shape at her fitness club, and has been calling her relatives regularly with all sorts of gushy, glowing reports. Reeses thinks this is a life not worth living and that her suicide was inevitable. In fact, he claims to have mathematical proof of it and goes on about "the numbers," but I have yet to see him present this math he says he has.
