Comprehensive Annual Financial Report (CAFR). Is a report of the entire financial position of a gubment entity. Whereas the normal "budget" only includes money coming in vs. money going out. The CAFR included last years profits and surplusses in the many departments budgets.

I believe he looks like the above...

The feds ought to pass a law that states with surpluses should transfer them to states with deficits.

You are jesting-right?? Why would anyone want to "donate" a tax surplus to California?? And exactly what does that catch phrase "For the Children" supposed to mean??

I live in central Oregon and due to state budget shortfalls, the schools receive less so the kids who want to play school sports have to pay $100 for each sport they play....

Your school district is NOT receiving less. It is receiving MORE money than it did in the previous budget cycle. As a matter of fact, it is receiving a record level of funding -- more than it ever received before. The "shortfall" is only because they aren't receiving the 18% increase they demanded when they wrote the budget for this biennium. Boo-frigging-hoo! They can make do with a 5% increase (which is more than inflation) while the rest of us in the private sector are taking pay cuts and reducing our family budgets. Furthermore, if your district is consistent with most of the others in Oregon, your student enrollment numbers have been dropping, which in effect multiplies that 5% increase you are getting.

This area is booming and the need for more money per student is on the decline as far as I can understand. Bend is becomming like Eugene it's growing so fast. What I can't understand is why not have 2 sessions per school instead of building new ones ? People are either morning or night oriented so let them choose a shift and we would need half the schools....

They've never had a reason to be cost-conscious. They've always had more money than they knew what to do with. Over 100% growth in budget in the last eight years. Double digit increases every single budget cycle. Now when they only get 5% increase, they act like they're being slaughtered.
