The link works fine as long as you have Adobe Acrobat installed. The UN server is fairly fast. You can also download the PDF by right-clicking the link and choosing Save Target As.
The document is 1.42 megs. About 5-6 minutes on a 56K modem. You should see the first pages start to load in about 20-30 seconds after you see the toolbar change to that of Acrobat Reader.

Absolutely, save it before it disappears.
We learned the hard way with some of the data re the Oregon forest fires and whacko enviral policies that set up the fires. Their policies/tactics/strategies that created the fire masses, just disappeared from the web sites.

Iraq has not declared the development of any UAV. However, it has declared that it developed during the past few years, two new RPVs with a range of 100 kilometres (see below). The stated design goal for one of the RPVs, designated by Iraq as RPV-20, was to create a drone with an endurance of one hour that had an autonomous system for guidance and control with GPS navigation. Recent inspections have also revealed the existence of a drone with a wingspan of 7.45 metres that has not been declared by Iraq. Officials at the inspection site stated that the drone had been test flown. Further investigation is required to establish the actual specifications and capabilities of these RPVs and whether Iraq has UAV/RPVs that exceed the 150 kilometers limit.

Thanks for going to the trouble to format and post this for us.
No wonder President Bush looked so concerned last week in his press conference.
He was being accused of rushing to war by the left wing reporters and that their cash cow Uncle Soddomite was really a nice guy. As he had to stand there be verbally attacked by these left wing scum bags, he knew about this grim reality.
Of course the Clintoons knew about this in 1998/99 and fired a few cruise missiles at some tents and camels.
