    Michigan awards delegates by congressional district, with ten delegates awarded to the overall winner. There are sixteen congressional districts. Hypothetically speaking, Bush could win ten districts, McCain could win six districts, and McCain could win the overall vote because of heavy voting in those districts. That would give Bush 30 delegates and McCain 28. LOL! I think it's hilarious! It is not inconceivable that McCain could squeak by in the popular vote and lose in the delegate count.
