This is an excellent effort by Pam Hill to do something all on her own to commemorate Evelyn's short life. We thank her with all of our hearts.

The dedication will be at 3 p.m. today 12/18/05 in Floyd.

Five months have indeed passed since the disappearance and death of our granddaughter, Evelyn Miller.

Although we now live in the Des Moines area, it is very hard for us to believe that the local law enforcement in Floyd County has been unable to solve this case.

Marilyn Dettmer said,“There’s always conversations going on and people maybe gained information more recently.”

We remain hopeful that the citizens of Floyd County and Charles City will not stand by and see this case forgotten and will bring this information to law enforcement for justice to be served and a resolution to happen for the families involved.

Please, even if you have what seems to be to you a small bit of information, let the County Attorney know about it. It looks to us, that if no one speaks up, the community will hang its head in shame and say, "too bad." The conscience of the community will forever be in doubt. We believe that Charles City is better place than that.

What are we going to do to deter crime against children. We feel that one reason our granddaughter, Evelyn Miller, was murdered was that she may have threatened to disclose information or the perpetrator thought that she would. This law might be a deterent.

The current 2000 foot rule is a unworkable solution to controling Iowa's sex criminals. Replace it with a GPS banding program paid for by the released prisoners. Then allow realtime Internet viewing of sex criminal locations with a click on a trail bringing up the mug shot of the perp in question.

More thought should also be given to the types of offenders "watched". Many are not a great danger but there are many who are. Someone - sort that out first.

Also this would be a great trial run for the technology of GPS bands. They would be great for banding DUI violators. On a second conviction the driver would also receive lifetime probation - The Cuff - and perhaps a special plate for their cars, alerting officers to every convicted DUI driver and their locations.

  • Frederiksen receives more child pornography charges

I do not know what the testimony of the cousins was. According to the information that I had, one of the cousins stayed with Casey and Noel last summer. They are both adults. Casey may have shown them the images or mentioned to them that he had them and that they were his and that it was his and did not involve Noel. - Just a guess.

If Casey did this, Noel would probably know of the material on the drive also which in my small mind would implicate her in a conspiracy later to hide these facts from investigators and the Grand Jury. This would hinge on the testimony of the cousins that Noel knew of or was told about the porn and then with Casey conspired to hide it.

See post #2 + seeming lack of progress in the murder investigation. I do know that the investigation is not at a standstill but the wait for justice is at times unbearable.

It is hard to understand how and why charges have not been brought in the pornography issue against Noel.

Hopefully the courts will figure it out but my trust in people and our institutions is at an all-time low.

Somehow, the following ideas need to become incorporated into DHS and law enforcement standards of action.

    1. Parental neglect - allowing a child to run the neighborhood or city is endangerment in my book because the child will soon become a target for sexual predators or a victim of any one of many other types of harmful or possibly deadly incidents.

    2. Marijuana Use - Marijuana is not considered a dangerous drug by DHS but again I see it as a contributing factor to neglect and endangerment. Light pot users can probably function as a parent as can light drinkers. It only makes sense that if alcohol or marijuana is being abused; the parent(s) will almost without doubt become neglectful.

Proper evaluation of parental activities when situations of danger to a child arise could save many children and allow them to grow into productive adults. The alternative is to have them follow in the footsteps of their parents when they are grown, be physically or mentally damaged or to not survive at all.

    3. Police Reporters - Police are mandatory reporters and I feel that children who are living in a house where a police emergency call has been made need immediate and special attention. The police need to contact DHS immediately if they feel that the child was in danger or if the child may become endangered by the parents' actions after the police have left. This is most often NOT done and was never, to my knowledge, done in Evelyn's case!

For more child abuse information see Prevent Child Abuse Iowa http://www.pcaiowa.org which has many links to sites about child abuse.

The delay was asked for by "Federal public defender Jane Kelly filed a motion on Friday asking that the trial be delayed until February.", not the mother, Noel. That just about caught me too - gender bias, I guess.

Technical information on Aqueous Leucocrystal Violet would seem to indicate yes. A rag or paper towel, once soaked with hemoglobin would repeat like a rubber stamp especially when used to clean visible blood droplets from a wall.
