I'm surprised that there has been no (or little) comment about Biden's suggestion to eliminate the "stepped-up basis" on capital gains at the death of the investor. What gives?

The politicians often refer to "regular order." Yesterday John McCain called for a "return to regular order". Can anyone explain to the uninitiated what "regular order" is and how it differs from "irregular order"(!) ?
