A civil rights group called P.U.L.S.E. called for an investigation after a noose was found at a Miami-Dade county building last month. At a news conference Thursday, the group asked for diversity training at the Miami-Dade Water and Sewer Department after the October 12th incident. P.U.L.S.E. officials said employees gave them photographs showing a noose hanging in a common area of the county water and sewer department building in North Miami Beach.
