Members of the public who address the Boulder City Council during its meetings can not strip, shield their faces with masks, clap or stomp their feet, according to a proposed city policy. Anyone who violates the council's "Rules of Decorum" could face removal from the room by a Boulder police officer, possible criminal charges under municipal code and a 30-day ban from addressing the council. The last part of the program was broadcast across the United States, presumably as an example of what a true American celebration should look like.
