    The motorist who allegedly mowed down a pick-up truck driver who slashed his tires during a road rage clash on the Upper East Side has been charged with manslaughter, police said Thursday. Andre Mosby, 26, was driving a 2014 Volkswagen Jetta on East 60th Street near Park Avenue when he and Roberto Velez Alvarez, 54 – driving a 2020 Chevrolet Silverado pick-up truck – got into a smash-up around 2:15 p.m. Wednesday, police said. The two men started arguing, and the feud quickly escalated, police said.
