Yes, it’s certainly been of no great comfort to patriots that both the West Coast and the upper East Coast can squeeze the USA, with votes, and *oceans*, and the Southern Border nicely converted into a hallway.
What else wouldn’t these coastal wizards do, against the interest of the USA?
Move, naturally, to prioritize infiltration of the Middle states? And, then, again, there’s the fact of those coastal waters.

Actually, why deliver a copy before, at all? Give the speech, then provide transcript and supplementary supporting data to congress. I think that would fulfill the obligation nicely.

That’s a good question. I have never seen anything about how it is determined. For sure needs someone with a back bone and dedication to constitution.
The president and his staff choose the designated survivor. They can choose anyone in the line of succession — assuming that person is eligible to be president, meaning they must be at least 35 years old and a natural-born U.S. citizen
