Unconstitutional. There is Supreme Court precedent on this. You cannot give someone special rights or privileges based on race or ancestry.

Seems to me there would have to be PROOF of ANY individuals ancestors as being slaves, and settled in a court of law....wait, this is the dimwits..the rule of law only applies to the right.

Wouldn’t it be more appropriate to pay $100,000,000 to any living person who could prove they were a slave prior to ratification of the 13 amendment.
