A challenge: Find some example of government overreach, describe it briefly, and suggest not only its repeal, but some replacement language that might prevent a repeat.
1. All law and regulation on the subject of tobacco advertising, either prohibiting or requiring certain content, is repealed.
2. Tobacco companies are advised they may expose themselves to civil liability if they make claims of health benefits or reduced health hazard in the use of their product, but will not be prohibited from doing so.
Another example:
1. All law and regulation affecting a citizen's ability to manufacture, own, and carry firearms and ammunition is repealed.
2. Any attempt to regulate or obstruct a citizen's ability to manufacture, own, and carry firearms is prohibited. On conviction, a person so attempting shall suffer forfeiture of all property, real and personal, all assets, businesses, business licenses, and any other thing except his/her physical freedom and two changes of clothing.*
3a. Private property rights include the right to bar those carrying firearms from entering privately-owned buildings, whether commercial or residential.
3b. Private owners are advised that in so doing, they take full responsibility for the safety of the guests they choose to disarm.
*Those of you who are familiar with my proposed illegal immigration law will find this penalty familiar. I kind of like it.
I like your second example.
We need a bill stating that every citizen MUST have a firearm and ammunition. Interesting, why does that approach seem extreme rather than the norm? Lets propose it and watch them scream! :-) If this would happen and they would "negotiate" maybe we'd wind up with "center-constitutional".
All federal laws must be re-debated and re-authorized every 20 years. Bundling laws together for re-authorization is prohibited.

Deficits and borrowing are illegal unless a supermajority approved the same.
I would repeal all laws/regulations that regard CO2 to be a pollutant. Environmental agencies should consider CO2 to be a naturally occurring gas necessary & beneficial for life on the planet, & will refrain from regulating it in the future.
Zero-based budgeting & flat tax based solely on requirements arising from the budget.

Just as "freedom of speech" does not require one to speak continuously (my mother notwithstanding), I think the freedom to choose not to carry is important.

Again, the right to do a thing carries with it the right not to do it (see my tagline). I do believe that people who cannot afford to buy a firearm, but wish to have one, should be able to receive one from among those removed from military or police service, and periodic issues of training ammunition.
Bingo. Additionally, all laws must emanate from, and be individually passed by, the legislature, and contain the paragraph from COTUS:1:8 that authorizes them.

Here’s another: “declarations of war” such as the one that really was passed for Iraq, must in future have the phrase “DECLARATION OF WAR” in the title.
There are still people who (pretend to?) believe that when Congress passed the “Authorization for Use of Military Force Against Iraq Resolution of 2002”, allowing the President to sent US military forces to attack and subdue Iraq, it was not a Declaration of War by another name.
