There may be real secret government operations, but I agree with the article that this particular group is delusional.
Having worked for the govt for a while I can tell you that they aren’t competent enough to pull something like this off.

“Recording Engineer?”
That can be a tough gig. I’ve known a few in my recording career. Guys invest in studios, pay a lot for gear, and can’t make a go of it. The engineer is the first guy let go. I’ve known some very good engineers, who did the job because of their love of music. But it’s a very insecure field. Most of them are IT guys now.
It’s not uncommon, as far as this type of thing goes.
I think it is associated with long term heavy marijuana use.

I know of someone who posted a pic of an illegal firearm (taken in his garage)on a firearms forum only to soon get a visit from the feds wanting to see said firearm. He had a good back story and was not charged with anything.
You better believe FR is monitored too.
I worked with a guy that was about 50 years old, never married and kinda quiet. We were eating lunch one day and I noticed he had his dog tied to his truck. I asked him if he took his dog everywhere and he said he had to because his neighbors would poison it if he left it at home. He said that he also had to stop every day and buy food because if he left food at home his neighbors would poison it also. I actually thought he was joking but he kept on talking and said they watched him through the walls with some kinda of infared device and would come in his house at night while he slept. I tried to change the subject and he kept talking.
I imagine he was like these people.

Sounds like a nut. With modern technology, they wouldn't need anywhere near that many folks.
I had a friend who suffered from schizophrenia, she kind of latched onto me, and showed up at my house one night saying that 50 or so FBI agents had followed her to my house and were outside. I defused it by telling her to show me where they are and I will go out and talk to them. That was the end of that one with me. But she frightened me, and I couldn't get any help or advice, no shelter would take her in, I did not want to go to sleep with my three children and her chain smoking, afraid she would set the house on fire or worse. I called my dad and he came over and gave me enough money to get her a hotel/motel room. I called, found a decent hotel downtown, took her down there and paid. The next day or so she was seen getting on a plane. It took months for mental health to catch up with her (and she had children in care of the state at that point). They finally got her committed over running up her charge cards. It was sad really. She eventually got custody of her youngest daughter but died of cancer before the little girl was grown.
Two people I read about cured themselves. One was killed with his wife eventually in a taxi taking them home from an airport in New Jersey, a university mathematition. The other person was female, years ago, she was institutionalized and somehow managed to cure herself. She ended up as administrator of the institution, somewhere out east.
Who knows? One person shared their story, she asked if I'd heard of Project Blue Beam. Yes, but I didn't know what it was.
The following might or might not be a credible site. No credible outlet is going to write any version other than what the NYT did. The person mentioned I believe was a Quebecois who did investigative research according to wiki, hard to find credible sources. The photo could be real or fake, I saw it before, sure some of you have, too. Maybe some of it is true, break down a person's mind, destroy their religion and form a new world order one. If there is anything to it, there are probably more apps than that. Some of it could be experimental. Or a delusion as a result of mental illness.
“Person of Interest”. Good show, not real. I have known at least one genuine paranoid who thought the CIA was after him. He drank himself to death.
Looking on the bright side, these folks will never feel lonesome again.

I know a guy who believes he’s followed by multiple characters everywhere he goes. When he leaves a place where we were visiting he always tells me to watch and see who follows him out.
