All of these things that have military capability are covered under export control laws. Many things commercially available are covered and anyone exporting them can be prosecuted unless it is approved by formal government processes (mostly ignored under 0bama).
You might recall that to get around those limitations, Bill Clinton had the decision-making authority transferred from DOD to the Commerce Dept, who then sold military items to the Chinese in repayment for China funding the election campaign.
