Among this body of appointed pages, there is distinct opportunity for a predator of youth to work within the system, using their position and the labyrinthine layout of the US Capitol for assignations in after hours and out of sight of others. It is difficult at best to refuse the blandishments of both rich and powerful men under circumstances like that, and no few of the pages, over the past 175 years had been seduced but kept in the “cone of silence”.
