People are already leaving California.
The new law is aimed at water districts, not individuals, who can still take a shower and do laundry on the same day.
The new law will encourage water districts to fix leaks which the author is whining about.
This is fake news and it’s just as bad as when the Left does it.
I see where you are coming from and on the specifics of the law I agree but I disagree about you labeling the coverage as 'fake news'. Yes, the penalties apply to the water districts but they are regulatory bodies themselves. If they are fined, the fines will flow down (punny) to their customers for payment. At some point when all practical leakage is fixed (a big bill there by itself), there will still be this law on the books and ever tighter ways of monitoring compliance. Bureaucrats are all too likely to employ the latter even as they 'work' towards 'fixing' the leakages.

Yep. The last of 5 siblings on my FIL side, and 4 brothers on my MIL side have finally fled CA in the last few weeks. They are all old time Californians from the Civil War and Gold Rush Era, respectively.
They have fled to ID, WY, CO, UT, and NV. Good conservative gun owners. In fact, I did an inventory of my FIL gun collection. He would face over 1000 years in CA jail if arrested and served sentence consecutively.
They are in ID in an RV park shopping for houses in CDA, ID. When I chastised them for not having a plan and just selling and fleeing the state, the said, "not one more cent". We'd rather live in an RV park in ID than one more day in CA.
Anyways....the last of a large, old, conservative CA family is gone forever.
