The perp stole a hatchet he planned to use on the store owner if he attempted to stop him.

Imagine a cop trying to arrest such a person and the person is struggling, breaks free, and is holding the hatchet while running toward a group of children. Imagine further that it is my kid in the group of children and I am carrying. Do I hold my fire and wait to see if he kills my kid? Does the cop have to wait until he kills my kid? Does the store owner have to wait until he kills my kid?
The crime escalated from shoplifting to armed robbery as soon as the criminal struggled to get away.
Suppose the criminal had stolen a gun from a gun store. Is an armed gun-store owner required to just let him go?
