It may seem from a dog's friendly demeanour and ability to perform tricks that they are smarter than most animals but a new study suggests this is not the case.
Psychologists from Exeter and Canterbury University examined the cognitive abilities of 'man's best friend' when compared with other animals - including cats.
Experts concluded that canines do not possess particularly higher intelligence than their feline rivals, as well as a number of other creatures.
Researchers used data on observations of the behaviour of dogs, cats, wolves and chimpanzees to see if pooches possessed any specific special skills.
They found that dog's mental faculties are not exceptional compared to other species and were even bested in many categories.

Pretty much sums it up. Though some cats are pretty good at charming humans to serve their whims. Border collies come close to cats in intelligence, but you can’t ignore them for very long.

I would think it would depend on the individual dog.
I have had some really smart dogs and some really dumb ones.
Imagine if the study were of humans and they chose Occasional-Cortex as their test sample.................

Dogs need interaction, they’re thrilled to learn things and to please their people. At least most are lol, some aren’t. Cats just don’t give a flip unless it’s feeding time, or at least most don’t. I know which form of intelligence I prefer in a companion animal. I don’t dislike cats or at least indoor cats that are well behaved, have known a few that were sweet, nice animals. Outdoor cats I do dislike, in neighborhood settings anyway, they track up your vehicles, mark territory on your front doormat and bury their crap in your landscaping mulch. I greatly prefer dogs, personally.

They are unable to train cats to do anything.
Service dogs, police dogs and other dogs show remarkable intelligence far beyond what any cats could ever accomplish.

I have a shelter Bichon. So cute but dumb as a rock except when scavenging for food. :)
Dogs are smart enough to learn that Man is their best friend.
I think a better standard would be how well they demonstrate their intellect when faced with a problem on their own which is challenging and for which they have strong motivation to solve.
Even human intellect varies significantly depending on motivation. A person in a life or death scenario is significant more intelligent than the same person bored and vegging out on the couch in front of the TV.
One does what one has to do when failure means death or pain.
