Or sometimes you can give them incentives, like tax breaks.

“I’ll just make them do this or that.” - doesn't really work on most Americans.
We're a bit on the independent and rebellious side - if you haven't noticed.

Its always interesting to see these very same folks reactions when they think others are making them do something they dont want to do,or not do something they want to do.

They dont want to be treated the way they have no problem treating others. They have no shame for their hypocrisy. They rationalize it away as being the superior intellect or moral arbitrater over everyone else.

Or they get whatever by means of bypassing govt penalites and punishments.

Actually, I fired very few people in my career. I set up the requirements for the job they would be doing, and if they didn’t measure up, they fired themselves.

That might work in the military.
My problem would be that I never managed a unionized operation, and would be lost in the face of defiance.

“If you have a basically competent employee who simply refuses to send in status reports, how do you make them send in status reports? Are you going to fire them over that?”

Is there an issue with the employee being unable to produce the report, or are they simply unwilling to do it?
Are the status reports necessary or are they just reports?
Can the report production be automated?
Can the report be assigned to another employee?

If the report is essential for the business, it gets produced or people get fired.

“Basically Competent” is a pretty low bar. Hire better people, or automate.

Perhaps YOU can make him do it.

I'd do it with a cattle prod and a whip.

I was a successful “change agent” at two different companies. The second company hired me because of my success at their supplier, the first company. Not once was I able to direct anyone to do something. I had to convince them that documenting their procedure and then changing it was in their interest.

And, that is the problem with AOC and her Green New Deal. Even the least astute among us can see that changing everything and doing away with cows would not be a good thing to do. What she proposed was beyond magical thinking. It was pure fantasy. Then, she did something I would never do in managing change; she threatened us. Do this or we all die in twelve years. One wonders how she arrived at twelve. I was told in the sixties that we would be in an ice age by 1970. We were told we would be out of oil by 1980...which became 1990, then 2000. Peak oil, you know. I am tired of the threats. (Obama told a group of CEO’s that if it weren’t for him a mob would burn them at the stake. Seriously. I’d have laughed at him.)

It’s like raising children. The benefit of compliant behavior has to be more desirable than the consequence of non-compliant behavior.
