This is the same federal gov't that lost track of machine guns registered with them.
All of these agencies and entities have security forces and many have some form of enforcement arm.
Some of them might train with actual service ammunition to make sure they’re gonna hit the bad guy and not the hostage if it’s a tight shot.
I don’t think any of these guns went to Fast and Furious. The point of F&F was not to arm the Mexican warlords, they could buy all they wanted from arms traffickers. The point of F&F was to get guns purchased in the USA to turn up at Mexican Murder scenes to make it look like US arms were routinely smuggled into Mexico and probably to use an international treaty to “fix the problem of the 2A”. A whistleblower blew their cover.
The Mexican Cartels have most of them.

With the monetary sums you've mentioned, the amount is huge, but not huge in comparison to the overall budgeted sums. (I'm talking about your $6 billion Department of State number. Foreign aid seems like an obvious spot for kickbacks and diversion. The $21 Trillion number is a lot harder to swallow).
Here, there are goods, rather than misallocated funds. I'd think there would be so many audit trails that it would be difficult to totally cover up. But, I might be naive there. OTOH, the quality of weaponry exhibited by Antifa and the mob is still pretty low--clubs, skateboard, Molotov cocktails, the occasional knife or gun. Obama dumped billions of rounds and pretty heavy duty military gear into domestic agencies, both Federal and local police.
Yes, I have heard of no accounting of weapons or ammo purchases that seem to be very large increases so we may never know for sure where they went.
Obama wanted his own Gestapo to regulate political thought and behavior. He and Hillary both publicly decried problems with the beliefs of ordinary Americans and the need for change.
Antifa and BLM have them.

I do not believe the ammo was diverted to ANTIFA and BLM.
But, do I believe a case of ammo, once opened is accounted for?
Nope.
Take one box out and the rest of the case can “disappear”. It will not be missed because it was already accounted for.
Of course, that requires IGs and quartermasters to be corrupt.
We already know the IGs were corrupt. Is it so hard to imagine Obama putting the right people in place to ensure the disappearance of ammo would happen smoothly?
Look at how they denied Fast & Furious where weapons disappeared.
I am pretty sure that Hillary had to know about F&F since the Secretart of State would have been involved with the treaty banning the 2A in the USA. The Mexican government does not seem to have known about F&F.
This is exactly what I've been thinking is the ultimate goal of all these "defund the police" cries. Cities will defund their police forces, crime will skyrocket, the people will demand that the government protect them -- and the federal government will ride in to save the day by providing a centralized, federal police force. They'll claim that this will prevent the "abuses of power" that local police forces were accused of. And the people will cheer (at least, half of them).
Then, whenever they want to enforce a new, overreaching law (gun bans, for example), there won't be any local sheriffs standing up & stating that they won't enforce unconstitutional laws. It'll be a federal force - and they'll enforce whatever they're told to enforce. It'll also be easier to coordinate the enforcement across the entire country, at the same time, before any local pushback can develop.
Statement even more interesting due to the fact we were told when POTUS TRUMP took office, the military came to him saying “we’ve no ammo.” This repeated numerous times by POTUS, himself. Did BO lie again? The black joke never ceases in his efforts to cause turmoil.
