Are you saying that Robert O'Brien as head of NSC was in on the attempted takedown of Trump via Vindman? I had heard that Vindman was actually an employee of the Pentagon on loan to the NSC for a limited period of time. Perhaps he acted on his own accord; and once the whistleblower ball was rolling, NSC would have had to sue Congress to stop Vindman from answering a Congressional summons to testify. But I'm just speculating.

US allows dual citizenship by fiat of the US Supreme Court, although dual citizenship is not allowed to commissioned officers in the military.
