In fact the ruble has increased in value since the start of the war. They won’t get anything by now, because their investments are reciprocally frozen. Once they get unfrozen they’d get it back with a huge bonus.
You are right. If you have fissile material that is pure enough then making a nuclear bomb is very damn easy - it's getting the uranium enriched enough to sustain the chain reaction. Just ask the Iranians how difficult it is. America did it at the height of World War II yet the Iranians, with a roadmap, modern computers, and stolen design documents still can't get it done 80 years later.
The only thing you need to know is that in China, Turkey and Gulf kingdoms they are accepted at the Moscow exchange rate. And so are in the money transfer systems.
