Often, they were long gone by the time the troops got there.
I believe this was a VC tactic. Hit and Run.
Kerry ordered a "turn 90" and the three boats roared in on the ambush. It worked.
IT happened again, another ambush. And again, Kerry ordered the turn maneuver, and again it worked.
What does it worked mean? He uses this twice. It seems that he doesnt want to get specific about what happened. Also, if the VC were often gone by the time the troops arrived, what could this charge have accomplished? How did "it work"? The VC were hightailing it out of there as soon as they shot their load (of ammo).

Caught up in maneuvers that were losing propositions day after day, he turned them around and created a maneuver that won the day.
Hanoi John did not create the maneuver. Charging the enemy position in an ambush had long been an accepted Army tactic. In this case it was a violation of standing orders. Kerry disobeyed standing orders. Period. He was in violation of Section 892. ART. 92 and Section 910 Article 110 of the Uniform Code of Military Justice.
These orders were there for a reason. The PCF was a very thin skinned vessel. Its defenses were its speed and firepower. Beaching the boat directly in the kill zone was tantamount to recklessly endangering boat and crew - if there was fire directed at the boat.
The first award citation (1969) had Hanoi John taking on a lone wounded VC.
Subsequent rewrites (two - 1970 and 1980) removed the lone VC completely and added "numerically superior force in the face of intense fire" and changed "a B-40 rocket" in to "rockets". There is never any occasion to issue three different versions of the same citation. This may have been a case of CYA on the part of the Navy. The action described originally did not rise any where near the level of heroism required for a Silver Star - even with the medal inflation common with some officers.
