"Everybody's had this idea, but no one's really done it to make it work. If we only get 1 percent, that's still $3 million, which is not bad."

You can probably get at least a few million (at a buck a pop) if you tell the millions of gullible intenet users that some sort of bad luck will surely come their way if they don't fork out the dough.
There was a 20-something female a couple of years back who hosted a website asking donors to send her money to help get her out of debt. I think she had well over $20,000 in credit card debt (avid shopper) and there were quite a few donations that got her about half way out.
This is a classic tale of don't pass the buck.
Congress needs to make a law demanding 75 cents of every dollar - cause no one should be that rich.

They will be lucky to recover the cost of their domain name.
The old "Help Karen" movement at least had the veneer of helping a struggling woman out of debt with her "I'll never do it again!" paen. These are guys are worse: "Just gimme da money!"

I see no reason why that should happen. There is no scam here. They are simply asking you to send them a dollar. No promises made. As long as the income is reported at the end of the year & taxes paid, the feds should not care.
