"Global Trends 2015" Terrorism-Related Excerpts

The following items are terrorism-related items from the National Intelligence Council's "Global Trends 2015: A Dialogue About the Future With Nongovernment Experts" report (December 2000).

Transnational Terrorism (page 50)

States with poor governance; ethnic, cultural, or religious tensions; weak economies; and porous borders will be prime breeding grounds for terrorism. In such states, domestic groups will challenge the entrenched government, and transnational networks seeking safehavens.

At the same time, the trend away from state-supported political terrorism and toward more diverse, free-wheeling, transnational networks—enabled by information technology—will continue. Some of the states that actively sponsor terrorism or terrorist groups today may decrease or even cease their support by 2015 as a result of regime changes, rapprochement with neighbors, or the conclusion that terrorism has become counterproductive. But weak states also could drift toward cooperation with terrorists, creating de facto new state supporters.

Between now and 2015 terrorist tactics will become increasingly sophisticated and designed to achieve mass casualties.

We expect the trend toward greater lethality in terrorist attacks to continue.

Reacting to US Military Superiority (page 56)

Experts agree that the United States, with its decisive edge in both information and weapons technology, will remain the dominant military power during the next 15 years. Further bolstering the strong position of the United States are its unparalleled economic power, its university system, and its investment in research and development—half of the total spent annually by the advanced industrial world. Many potential adversaries, as reflected in doctrinal writings and statements, see US military concepts, together with technology, as giving the United States the ability to expand its lead in conventional warfighting capabilities.

This perception among present and potential adversaries will continue to generate the pursuit of asymmetric capabilities against US forces and interests abroad as well as the territory of the United States. US opponents—state and such nonstate actors as drug lords, terrorists, and foreign insurgents—will not want to engage the US military on its terms. They will choose instead political and military strategies designed to dissuade the United States from using force, or, if the United States does use force, to exhaust American will, circumvent or minimize US strengths, and exploit perceived US weaknesses. Asymmetric challenges can arise across the spectrum of conflict that will confront US forces in a theater of operations or on US soil.

Threats to Critical Infrastructure.

Some potential adversaries will seek ways to threaten the US homeland. The US national infrastructure—communications, transportation, financial transactions, energy networks—is vulnerable to disruption by physical and electronic attack because of its interdependent nature and by cyber attacks because of their dependence on computer networks. Foreign governments and groups will seek to exploit such vulnerabilities using conventional munitions, information operations, and even WMD.

Terrorism.

Much of the terrorism noted earlier will be directed at the United States and its overseas interests. Most anti-US terrorism will be based on perceived ethnic, religious or cultural grievances. Terrorist groups will continue to find ways to attack US military and diplomatic facilities abroad. Such attacks are likely to expand increasingly to include US companies and American citizens. Middle East and Southwest Asian-based terrorists are the most likely to threaten the United States.

I went through what remained of the cemetary at Dolinka, outside of Karaganda last year with an Estonian who needed a translator - he spoke German but no Russian, so I was doing the German to Russian for him.

Here's one picture from Dolinka, where he was using GPS and archives to try to find his father's grave:



It's an sad place, to say the least.

You do get around.

And that is a good thing.

I can imagine the many feet of snow there and the wind blowing.

To be locked behind a gate, and to look out for days at miles of nothing, except freedom, must have been a torture in it self.

There would be no escaping, only a bullet in your back, from the guard tower.

I salute the young man, who cared enough to go and look for the grave.

And a tip of the hat to you for helping.

One of these days I will find the Russian big shots diary, that I found once before, where he told of changing the population of a town, in a week.

It is on the internet and I have forgotten how I found it several years ago or which country it was.

But I can imagine how the folks felt getting on the trains and not knowing where they were going or what waited if they lived to get there.

Hmmm, is correct.

I did not set out to spend the day in Russia, but it seemed that no matter where I went, it linked back to Russia.

I am amazed at the odd way folks die in Russia, does anyone ever drop dead of old age there.

The sheer increase of OTMs coming across the border makes it more difficult for Border Patrol agents to readily identify and process each, thereby increasing the chances that a potential terrorist could slip through the system. Moreover, there is no concrete mechanism for determining how many OTMs evade apprehensions and successfully enter the country illegally.

The U.S. Department of Homeland Security (DHS) pays particular attention to OTMs apprehended by the Border Patrol who originate from thirty-five nations designated as "special interest" countries. According to Border Patrol Chief David Aguilar, special interest countries have been "designated by our intelligence community as countries that could export individuals that could bring harm to our country in the way ofterrorism."lOl

Though the majority of overall apprehensions made by the Border Patrol occur in the Tucson sector of Arizona, the Texas border - specifically the McAllen sector - far outpaces the rest of the country in OTM and Special Interest Alien apprehensions. But it is also interesting to know who is "il professore Scaramella". I
had the curiosity to search around. Mario Scaramella was until recently
the head of the ECPP. The Environmental Crime Prevention Program is
presented by Scaramella as a UN agency, but it is in fact an
intergovernmental program. It regroups about 25 countries, the most
active ones being Italy, Angola and the Samoa. Though its seat is in
Washington, most of its activities take place in Naples. Scaramella
presents also himself as a professor of the University of San Jose
California, as well as an (unidentified) Colombian university.
Unfortunately, there is no mention of his name on any website belonging
to the famous American university. So who is Mister Scaramella?

He appears a couple of times in the Italian press (Il Corriere della
Serra, as well as the weekly newspaper Espresso). He was a consultant
in the Mitrokhin Parliamentary Commission, intended to study the
consequences of the publication of the Mitrokhin Archives in Italy. In
this position, he claimed that he could locate the nuclear mines that a
"November" class submarine would have dropped in 1970 in the Naples
gulf. The sub in question, the K8, was actually lost in the Bay of
Biscaye the same year, and 20 of its torpedoes were indeed never found.
For this, he said that he had the help of Russian officers who were
responsible for the 1970 operation. Nobody knows really why and in
which quality he was a consultant for Sismi in this Commission. As far
as I know, his public references are limited to the use of satellite
imagery for the monitoring of environmental crimes.

It's in this other quality that Scaramella was involved in another
curious affair. He led an investigation on the illegal dumping of waste
by a camorra clan in a lake of the Herculanum area. After this
succesfull investigation, he went with two police agents to a suspected
villa. There, the trio was actually shot at by camorrists. After
returning fire, they managed to arrest one and to discover an important
weapon cache in the villa. This episode led itself to many questions
about what a simple consultant was doing there, in the company of armed
agents in civilian cloths...

I have no other information on Mario Scaramella, but I think it is a
somewhat colorful character. And a strange contact for Alexander
Litvinenko in his research for the murderers of Anna Politkovskaya...

Russian Smugglers Sold Ukrainian Cruise Missiles — Official

Two Russians have been put on the wanted list by the Ukrainian Security Service (SBU) for arms smuggling, RIA Novosti reports, quoting the country’s Prosecutor General’s Office.

The Financial Times daily reported Friday that Ukraine acknowledged exporting 12 cruise missiles to Iran and six to China, quoting the country’s prosecutor general, Svyatoslav Piskun. But now authotities claim that the journalist misunderstood the words of Piskun, who was talking about the illegal arms trade.

Information about these crimes had not been revealed before, but the suit against the two suspects was filed last year. One of them, the head of Ukraviazakaz joint-stock company Vladimir Evdokimov, appeared in court in August 2004. His case is being examined by the Kiev regional Court of Appeal in a private session.

Moreover, another suspect was detained by Interpol officers in the Czech Republic and the question of his extradition is being decided at the moment.

The news of the missile exports came less than three months after Ukrainians elected a new Western-leaning president, Viktor Yushchenko.

The United States has long expressed concern that parts of the former Soviet Union’s nuclear arsenal could be sold or smuggled to countries that it regards as a potential danger.

Andrei Lugovoi, the former Federal Security Service of Russia (FSB) operative and the businessman now reported by the Western media to be linked to the poisoning and death in the UK of his former colleague Alexander Litvinenko, refuted those allegations in an exclusive interview to Russia Today.

“Since Alexander died in the hospital I would like to express my condolences and sympathy to his family. This is a great tragedy for Alexander’s family and all who knew him. That’s why my opinion corresponds to what I’ve just said,” Lugovoi mentioned.

He described the nature of his relations with Litvinenko. “We knew each other about 10 years before he moved to London. We were just acquaintances and did not maintain any personal or business relations. We had a period where we did not see each other and roughly a year ago he called me from London and asked whether I would visit London and I accepted the invitation as I have certain interests in London.

”He proposed to meet as he had an offer to make that he said could interest me. We met and he helped to establish business relations with several respected British companies. I gave their names to the British embassy to make the situation as transparent as possible. Over the past 12 months we met each other solely to discuss business matters since I was conducting dialogue with the British companies interested in investments in Russia. We negotiated an agreement about certain consulting on the matters in Russia,“ Mr Lugovoi said.

He found nothing special in Litvinenko’s behavior during the meeting on November 1. ”There were no signs he was ill, he was quite optimistic and behaved as usual. I did not notice anything special which drew attention. The meeting on November 1 in a London Millennium Mayfair hotel was rather short — no longer than 20-30 min and was not confidential. It was on Litvinenko’s initiative and I even asked to shift it to November 2. I was in London for a single purpose to show the city to my family. I was in the UK also with my two business partners Vyacheslav Sokolenko and Dmitry Kovtun to attend a football game CSKA vs Arsenal and to rest. That’s it,“ the Russian businessman added.

He refrained from speculating on Litvinenko’s death. ”It’s a complicated question. I’d be very careful with any statements since the subject is very sensitive. The investigation can actually answer the question of what really happened. There should be proper diagnostics and checks which either proves the poisoning or not. The developments around Alexander within the last three weeks as far as his health deterioration is concerned are very strange, but I’m really surprised with the hysterical attempts to link me up to the events around Alexander,“ Lugovoi pointed out.

He dismissed the allegations in the Western media concerning his involvement. ”After November 1 I was in London for 2 more days and did not go away suddenly as it was reported in the Western media. Secondly, we agreed with Alexander to meet each other in November in Madrid, where I planned a vacation with my wife. As Alexander learnt it he told me he knows a Spanish businessman interested in establishing contacts in Russia. He asked me to meet that man.

“Litvinenko and I agreed to contact each other to discuss the details. I called him on November 7 and he told me he felt sick, as if he had been poisoned. And one more thing — he called me up in London on my mobile phone on November 2 at 20-00 and asked to postpone the planned meeting. Then he called me in the evening and we agreed to stay in touch.

On November 7 we had a phone conversation and he told me he had been unconscious for two days and then felt better and hopes to be discharged soon. His wife Marina was present during the conversation. We agreed to have a conversation in a week. I called him on November 13 after first publications where he claimed to have been poisoned and I declared my sympathy to him. I told him I will probably be in Spain in November, exactly November 23, but he replied his condition had deteriorated and he will not be able to meet me and perhaps we will meet in December. All the people around him knew we met on November 1 and had calm conversations on November 2, 7 and 13. Last time we agreed to call each other in a week,” Lugovoi explained.

He said he demonstrated a transparent position on Litvinenko’s case and continues to stay in contact with the UK authorities.

“I returned to Russia on November 20 late in the evening. My friends called me and told me my name is mentioned in connection with this case. I rushed to the office, looked through the Internet. Next day I contacted the UK embassy and asked for a meeting to clarify the situation and possibly help the investigation and demonstrate the transparency of my position taking into account the fact I have business interests in the UK and my partners there have business interests in Russia.

”We agreed to meet on Thursday at 2 pm. I was there with Dmitry Kovtun who purely by accident was present at the meeting with Litvinenko on November 1. We exchanged views with UK representatives and agreed to meet the British police and clarify the situation. We had another conversation today and I expect the information on the procedure — will it be in the UK or the police officials will come here. I will also seek the advice of my lawyer. Immediately after the meeting in the UK embassy I contacted the media to represent my view as I consider any statements before such a meeting incorrect. Now I’m free to comment and open for contact,“ Russian businessman concluded.

Russia Denies Dutch HR Group Permission to Work in Chechnya

Russian authorities have refused to register the representative office of a Dutch-based human rights group, which provides legal aid to Chechens alleging crimes by Russian soldiers, Reuters news agency reported Thursday.

The Russian Justice Initiative NGO (non-governmental organization) application was turned down by Russia’s Federal Registration Service over improperly submitted documents.

The Russian Justice Initiative is the first high-profile group denied a license under a law introduced last month.

Critics say the law was aimed to ban and harass organizations unpopular with the authorities. Moscow officials declare the law was needed to stop terrorists, money launderers and foreign spies using NGOs as cover.

Jan ter Laak, the chairman of the board of Russian Justice Initiative said they did not expect the refusal. “We closely consulted with the officials of the Federal Registration Service over the past several months and prepared all the documents in accordance with their instructions,” he stated.

The Russian Justice Initiative has been working in Chechnya and Russia since 2000 first under the title of the Chechnya Justice Initiative. Chechens helped by the Russian Justice Initiative have won cases this year in the European Court of Human Rights against the Russian government for human rights abuses.

Russian government departments could not be reached for comment after hours on Thursday.

Russian Spies Protect Canadian Troops — Russian Official

Russian Canada spying case is postponed while Russia says Moscow’s agents were handing over secret intelligence to help protect Canadian troops in Afghanistan, the Reuters news agency reported Thursday.

Last week, Montreal police arrested a man who Ottawa says is an elite Russian spy who had been living under a false Canadian identity for more than 10 years. Canada says the alleged Russian spy who went by the false name Paul William Hampel worked for Russia’s elite SVR foreign intelligence service. Ottawa wants him deported.

Georgy Mamedov, the Russian ambassador to Canada, said he knew nothing about the case. “I don’t run a spy shop here,” he said. “I don’t have any information about that.”

Mamedov stressed close ties between Russia’s spies and the Canadian Security Intelligence Service (CSIS). “It’s very important for our special services to concentrate on co-operation now. By the way, we are sharing intelligence information with CSIS about Afghanistan, which helps to keep your forces out of harm’s way,” he told CBC television.

In May, Mamedov told Canadian reporters that “your cannons are firing Russian ammunition in Afghanistan and your special forces are using small arms procured in Russia.”

Canada has 2,500 soldiers based in the southern Afghan region of Kandahar, scene of recent clashes with Taliban militants.

No one at CSIS or the Defense Department was immediately available for comment.

Russia Allows Export of RD93 to Pakistan

November 24, 2006: Russia has relented, and will now allow China to export it's new JF17 (also known as FC-1 and Super 7) fighter to Pakistan. Pakistan has paid for much of the development expenses., and was not happy when Russia insisted that, because the FC1 uses a Russian engine, the RD93, China could not export the fighter. Russia did not want to offend India, a major arms customer, by being one of the suppliers for FC-1s used by Pakistan (an enemy of India). Pakistan also has a deal to build the FC-1 itself, using Chinese and Russian components.



The 13 ton JF17 is meant to be a low cost ($20 million) alternative to the American F16. The JF17 is considered the equal to earlier versions of the F16, but only 80 percent as effective as more recent F-16 models. The JF17 uses the same Russian engine, the RD-93, that is used in the MiG29. The JF-17 design is based on a cancelled Russian project, the MiG33. Most of the JF-17 electronics are Western, with Italian firms being major suppliers. The JF-17; can carry 3.6 tons of weapons and use radar guided and heat seeking missiles. It has max speed of Mach 1.6, an operating range of 1,300 kilometers and a max altitude of 55,000 feet.



The JF17 first flew three years ago, and the aircraft is expected to enter service next year. China is trying to build an engine equal in performance to the RD93, but isn't quite there yet. Pakistan planned on buying 150 of the JF17s, but now says it may build and buy as many as 300.



The Russians say they relented because they realized that if they did not sell the RD93 engines to Pakistan, someone else, an European or American firm, would come in with a similar engine and get all that business. Apparently, this argument was sufficient for the Indians, who did not go out of their way to interfere.

Chinese intelligence constantly talks to many of these line crossers, some of whom are Chinese agents, and the reports are grim. It's going to be a hard Winter, with more food and fuel shortages. People are too cold and hungry to be rebellious, but there is a sense of dread and despair. Rumors abound of China supporting North Korean Communist Party officials who back a Chinese style economic reform. This would include either removing Kim Jong Il from power, or forcing him to implement the Chinese plan. The hard liners opposing this are mostly senior military people. But they are having increasing problems maintaining their ancient weapons, and insuring that their hungry soldiers will obey orders. The big question mark is, which way will the secret police go?



November 21, 2006: A South Korean intelligence official said that North Korea did not have the resources to build smaller and lighter nuclear weapons, ones that could fit into bombs or missile warheads.



November 18, 2006: South Korea continues to refuse joining the Proliferation Security Initiative (PSI), an organization of nations that will stop ships (especially North Korean ships) on the high seas, and search them for illegal materials (some types of weapons, drugs, counterfeit currency.) The PSI was begun three years ago, and, currently, 70 nations participate. The U.S. has been pressuring South Korea to join the PSI since the North Korean nuclear tests last month.



November 17, 2006: For the first time, South Korea voted against North Korea in the UN. The resolution condemned North Korea's bad treatment of its own people (which included letting two million of them starve to death, and locking several hundred thousand up in prison or slave labor camps.) In the past, South Korea had sought to avoid criticizing North Korea, in the hope that this would persuade the northerners to mellow. Since North Korea's nuclear test, public opinion in the south has shifted against being nice to the north.



A UN nuclear inspector, just returned from a visit to North Korea, believes that the shabby state of North Korean nuclear facilities means that they can produce enough nuclear material for one atomic bomb a year. It is believed that the North Koreans currently have enough material for six bombs.



November 13, 2006: A North Korean merchant ship was detained at the French Pacific island of Mayotte, and searched for illegal weapons, drugs or other items. Nothing was found, and the ship, carrying cement to Singapore, was released. This was the first time the French had enforced the new UN sanctions on North Korea.

Soviet navy 'left 20 nuclear warheads in Bay of Naples'

Italy has an unwanted legacy from the Cold War in the form of 20 nuclear
warheads on the seabed in the Bay of Naples, left there by the Soviet
navy 25 years ago, it has been claimed.

An expert on Soviet-era intelligence, Mario Scaramella, sent a memo
confirming the existence of the missiles to Guido Bertolaso, the head of
Protezione Civile, Italy's civil defence agency.

"On 10 January 1970," the memo read, "a submarine of the November class
detached itself from the Fifth Squadron (Mediterranean) of the Soviet
navy with orders ... to place an imprecise number of tactical atomic
torpedoes in the Bay of Naples. The submarine was armed with 24 nuclear
torpedoes of two different types, for anti-aircraft carrier and
anti-submarine use. They were used to mine the area used by the American
Seventh Fleet."

The Bay of Naples, with the volcanic cone of Mt Vesuvius in the
background, is one of the most famous beauty spots in Italy, as well as
a busy commercial harbour. The city of Naples which wraps round the bay
is the seat of Nato command for southern Europe. The whole region is
also one of the most seismically active in Europe.

According to Mr Scaramella, the Soviet submarine in question sank months
afterwards with only four nuclear torpedoes on board, leading experts to
conclude that it had laid 20 torpedoes on the sea floor.

Well, I had lots of free time last year, with only two classes twice a week to teach, and was happy to help.

The "young man" out looking for his father's grave was 70 if he was a day. He said that lots of Estonians (and other nationals of the Baltic states) were arrested in 1958 after trying to perform, as he called it "what only an optimist could have called an uprising". This was about the same time as the Hungarian revolt, and the brutally surpressed unrest in Zaporozhe, Ukraine. One of many such revolts against Soviets, which did not seem to make the history books.

The camps in Kazakhstan were supposedly not as brutal as the gold mines in Kolyma (in the far far north), but have a notoriety of their own, especially the Karaganda camp (KarLag), where Solzhenitsyn did a stint and later settled down to work at the university I temporarily taught at.


The ethnic background of Karagandans is interesting: large percentages of Ukrainians, Hungarians, Poles, Koreans, and a splash of Chinese among the Kazakhs. On Sundays I went to the Polish Catholic church. I've also been in Polish churches in Irkutsk and Omsk, Siberia.

There's a story there, for sure.

A guy who purchased his lovely wife a "pocket Taser" for their anniversary submitted this:

Last weekend I saw something at Larry's Pistol & Pawn Shop that sparked my interest. The occasion was our 22nd anniversary and I was looking for a little something extra for my wife Toni.

What I came across was a 100,000-volt, pocket/purse-sized taser.

The effects of the taser were supposed to be short lived, with no long-term adverse affect on your assailant, allowing her adequate time to retreat to safety ... WAY TOO COOL!

Long story short, I bought the device and brought it home. I loaded two triple-a batteries in the darn thing and pushed the button. Nothing! I was disappointed. I learned, however, that if I pushed the button AND pressed it against flesh or a metal surface at the same time, I'd get the blue arch of electricity darting back and forth between the prongs.

Awesome! Unfortunately, I have yet to explain to Toni what that burn spot is on the face of her microwave.

Okay, so I was home alone with this new toy, thinking to myself that it couldn't be all that bad with only two triple-a batteries, right?

There I sat in my recliner, my cat Gracie looking on intently (trusting little soul) while I was reading the directions and thinking that I really needed to try this thing out on a flesh & blood moving target.

I must admit I thought about zapping Gracie (for a fraction of a second) and thought better of it. She is such a sweet cat.

But, if I was going to give this thing to my wife to protect herself against a mugger, I did want some assurance that it would work as advertised. Am I wrong?

So, there I sat in a pair of shorts and a tank top with my reading glasses perched delicately on the bridge of my nose, directions in one hand, and taser in another.

The directions said that a one-second burst would shock and disorient your assailant, a two-second burst was supposed to cause muscle spasms and a major loss of bodily control; a three-second burst would purportedly make your assailant flop on the ground like a fish out of water. Any burst longer than three seconds would be wasting the batteries.

All the while I'm looking at this little device measuring about 5" long, less than 3/4 inch in circumference -- pretty cute, really, and loaded with two itsy, bitsy triple-a batteries -- thinking to myself, "No possible way!"

What happened next is almost beyond description, but I'll do my best ...

I'm sitting there alone, Gracie looking on with her head cocked to one side as to say, "Don't do it, master." Reasoning that a one-second burst from such a tiny little ole thing couldn't hurt all that bad, I decided to give myself a one-second burst just for the heck of it.

I touched the prongs to my naked thigh, pushed the button, and HOLY MOTHER, WEAPONS OF MASS DESTRUCTION )*(&#(*)&)(#%)jld*(&#*#***!!!

I'm pretty sure Jessie Ventura ran in through the side door, picked me up in the recliner, then body slammed us both on the carpet, over and over and over again. I vaguely recall waking up on my side in the fetal position, with tears in my eyes, body soaking wet, both nipples on fire, testicles nowhere to be found, with my left arm tucked under my body in the oddest position, and tingling in my legs.

The cat was standing over me making meowing sounds I had never heard before, licking my face, undoubtedly thinking to herself, "Do it again! Do it again!"

Note: If you ever feel compelled to "mug" yourself with a taser, one note of caution: there is no such thing as a one-second burst when you zap yourself.

You will not let go of that thing until it is dislodged from your hand by a violent thrashing about on the floor. A three second burst would be considered conservative. SON-OF-A-B---H... That hurt like he-l!

A minute or so later (I can't be sure, as time was a relative thing at that point), I collected my wits (what little I had left), sat up and surveyed the landscape. My bent reading glasses were on the mantel of the fireplace.

How did they up get there?

My triceps, right thigh and both nipples were still twitching. My face felt like it had been shot up with Novocain, and my bottom lip weighed 88 lbs. I'm still looking for my testicles. I'm offering a significant reward for their safe return.
