Man charged in Aliquippa incident that left one dead

A Wilkinsburg man faces charges of involuntary manslaughter and attempted homicide after police said he shot a man he was attempting to rob in Aliquippa, an encounter that ended with his suspected accomplice being fatally shot.

Yasin El Aman Shakir, 19, will also be charged with four counts of aggravated assault, four counts of reckless endangerment and firearms violations in connection with the July 14 incident. He is currently being held in the Allegheny County Jail on unrelated charges.

Detective Sgt. Steven Roberts of the Aliquippa police said witnesses relayed to police that Mr. Shakir, 19-year-old Jiwan Bailey of Penn Hills and another man went to Aliquippa with the intention of burglarizing a business. When that plan turned out to be "not viable," Sgt. Roberts said the men drove around the town.

At around 2 a.m., they got out of their car and followed 26-year-old Lucien Roberts and 21-year-old Brian Elmore, encountering them in the 100 block of Fifth Avenue. At that point, police said, Mr. Shakir brandished a handgun and opened fire, striking Mr. Elmore in the arm and leg.

Mr. Bailey charged Mr. Roberts, who had pulled out his own gun to return fire, and while the two tussled, Mr. Bailey was shot in the chest. He later died.

“PA, outside of Pittsburgh.”

What were they doing so far from Lancaster County?

Caveat - this is the Putz-Gazette, but:

Why didn’t the police lodge a general charge of homicide (PA Crimes Code 2501)? The jury can determine the grade.

Second, commission of a felony (armed robbery F1 and Criminal Attempt - Homicide F1) that results in death, even if it is your accomplice at the hands of the intended victim, is defined in PA criminal law as second degree murder (PA Crimes Code 2502 (b)). Period.

Why involuntary manslaughter? That is a pretty low grade of offense considering (M1).

This isn’t making sense.

One guy from Wilkinsburg...well, that area went downhill over 50 years ago. It used to be nice; my father grew up there. Penn Hills, I grew up there, so sad about how it is now. It was a typical, quiet suburban community filled with hard working families in cute little houses. There were well-kept lawns, families had barbecues in their backyards and kids could play and ride their bikes in the streets. Until about 20 years ago when the people spread from Wilkinsburg and took over. Not safe to even drive through most parts now.

All of these areas now run by Democrat politicians and inhabited by “entitlement” residents. These areas are scary at night, dirty by day, and crime-ridden all the time. It is like a plague has spread throughout the land. Look at Detroit, Chicago, Baltimore, Philadelphia, Pittsburgh, St. Louis, New York, Washington DC, etc. Name most major cities and their suburban areas that have Democrat/liberal governing bodies and see how the landscape and environment has deteriorated over the past 30 years. Beautiful cities and lovely residential streets have become ghetto zones filled with angry, defiant, and threating people who seem not to care about anything but getting a welfare check in the mail.

Penn Hills is not much better these days. One gang punk just blew away another in broad daylight in the parking lot of the Penn Hills McDonalds. It was over a very small amount of marijuana.

Nah, just another out of control Amish who had changed his name to “connect with his roots.”

Personally, I don’t think the felony murder rule should be applied to the death of accomplices.

I have a number of concerns myself.

Not sure why not. Had he tried to stop his buddy at any point prior to his death, or did he go along for whatever he could gain?

The third man who accompanied Mr. Shakir and Mr. Bailey is also not facing charges.

Same question - why was he there, and why is he not charged. Seems to be a lot missing in this story.
